Within the infrastructure department, located on the Alstom site in Saint-Ouen-sur-Seine (93), we are looking for a Depot Equipment Bid Manager, reporting directly to the manager of the Depot Equipment Solution. You will be in charge of managing the preparation of Depot Equipment (DEQ) offers, in accordance with the commercial strategy, by responding to customer specifications, with the support of the technical team and following the instructions of the Tender Leader .

 

Missions

  •  Analyze the customer's specifications and define the operational strategy of the offer, taking into account the commercial strategy, defined by the Tender Leader, in coordination with the other subsystems involved in the offer.
  • Define the planning of the offer in coordination with the team responsible for the DEQ Solution and all the subsystems and support functions involved: Purchasing, System Teams (technical, RAMS, planning, etc.), finances, risks, etc.
  • Propose PIOs (industrial organization of the future project), partnership/consortium strategies, the purchasing strategy (in agreement with the Commodity Manager), and present it to the DEQ Solution Manager as well as the Tender Leader to obtain their validation.
  • Obtain the target price prepared by the Marketing & Strategy department and ensure that the terms and conditions of the contract are well integrated, if necessary, develop the offer with the partner(s), aligned with the commercial strategy and defined execution.
  • Ensure that customer requirements are correctly captured and that the compliance matrix is well managed.
  • Identify and assess the risks of execution of the offer.
  • Commit to a QCD (Quality, Cost, Time) after having examined the entire offer, with the offer cost manager and the offer technical manager
  • Manage the procurement strategy in conjunction with the purchasing and challenger teams and ensure their commitment to these prices.
  • Coordinate with legal, financial, tax and insurance departments to provide optimized pricing, cash flow curve and price lists.
  • Identify, analyze and present risks and opportunities for improvement or possible savings.
  • Ensure that Alstom and System & Infrastructure tender processes are followed.
  • Ensure compliance with applicable rules & instructions: Code of Ethics & Compliance, EHS, Rail Safety, Quality, PMM, etc.
  • Ensure that the offer is validated by the Manager of the Depot Equipment Solution, by the Director of the Tracks&DEQ platform, by the Director of Offers, the General Director of the cluster and the Vice President S&I
  • Evaluate the budget of the call for tenders, request it and ensure that it is respected
  • Proactively monitor negotiations with the Client and the evolution of the offer. Communicate about changes, restart the approval process after analyzing the QCD impact of the changes.
  • Enter the offer data using the Mercury tool, check and validate the results.
  • Prepare with anticipation then present the QCD of the DEQ subsystem in all its aspects (technical, financial, PIO, sourcing, planning, risks, opportunities, etc.)
  • Contribute to building feedback (including win/loss analysis), update and develop the DEQ platform costing tool.
  • Prepare the TTM (Tender Transfer Meeting) and support the start of the project
  • Prepare and support the first financial review of the project (CPR0)
  • Support the project team in developing prices for scope variations (VO) or other project developments following customer complaints.
  • Support the development of know-how, processes and bid management tools in the regions
  • Provide support for establishing the costs of reference solutions (REF SOL) for the sake of competitiveness.

 

Our ideal candidate has a degree in electromechanics or equivalent and demonstrates solid expertise in the use of software such as MS Project, Primavera, Autocad, Excel, Word and Power Point. Additionally, fluent English language skills are essential for this role.

 

We are looking for a person with solid experience in the field of railway infrastructure and/or railway depots. With at least 5 years of experience in tender or project management, ideally in the railway or industrial sector, the ideal candidate must demonstrate a good understanding of electromechanical assemblies, industrial machines and vehicles railways, while having a keen vision of the space, including interfaces, drawings and 3D models. In-depth knowledge of information management between machines and subsystems is also strongly desired.
