PURPOSE OF THE JOB

§  Manage the technical scope of bids ensuring the delivery of an accurate and competitive proposal in line with the standard solution and commercial strategy.

 MAIN RESPONSABILITIES 

Key accountabilities:

§  Perform requirements compliance analysis and/or clause-by-clause of technical bid documents and identifying gaps and risks

§  Negotiate with the Tender Leader and Bid Manager the allocation of the technical team in line with the bid needs (expertise and timing)

§  Analyze, with the support of subsystem’s BTMs, the potential gaps between the customer's specification and standard solutions and products and support Bid Manager and Tender Leader in defining the most suitable compliance strategy

§  Coordinate, from a technical point of view, with the bid internal stakeholders  and the external stakeholders to ensure overall understanding of the bid technical strategy (including scheme plans, bill of quantities, Service strategy, etc.)

§  Generate Technical LCC for each subsystem with estimation of spare parts consumption, workload, renewal plan and subcontracted activities to cover the maintenance period

§  propose the KPI analysis and risk management strategy to be applied with close collaboration with the RAMS team for overall consistency and competitiveness

§  Consolidate the technical assumptions applicable to the bid

§  Prepare and lead a Technical Proposal up to the approval of the technical scope associated to the bid

§  Lead the preparation and consolidation of the technical documentation to be delivered with the bid

§  Participate to the Maintenance QCDP commitment : master planning, costing, project organization, risk assessment and management plan

§  Ensure a smooth handover with the Project maintenance manager in case of contract award

§  Contribute to the mobilization of new maintenance project

§  Contribute to enhance products roadmaps integration with data collected during Bids

§  Collect and analyse bids requirements to contribute to enhance Maintenance REFLIB tools

 Performance measurements:

§  Adherence to tender process assessed by internal inspections or audits

§  Alignment with footprint strategy

§  Winning Bid (Hit rate), technical rating by the Customer

§  No deviation between the TTM and the SPR0 due to technical issues

§  REX during project execution (technical issues originated tender phase)

 MAIN REQUIRED COMPETENCES

Educational Requirements

Mandatory:

Bachelor’s Degree of Science in Engineering, Computer Science or scientific subjects

 Desirable:

§  Master in Business Administration and/or

§  Master in Project Management

Experience

Mandatory:

§  Engineering background including project deployment full lifecycle view

§  Hands-on experience on functional or hierarchical team management

§  Cost and planning control experience in engineering scope

Desirable:

§  Products and services knowledge on different market segments (Urban, Mainline, F&M )

§  Engineering product development full lifecycle view

§  Safety background
