Alstom is recruiting a Bid Technical Engineer within Services Product Line, based in Saint-Ouen, France. You will be a key actor of our Train Operation and System Maintenance tender team supporting Region in delivering competitive tenders.


Reporting to the Head of the "Tender Maintenance Engineering " within the “Train Operation & System Maintenance Solutions” entity , you provide technical and methodological support for Railway System, Infrastructure, Rolling Stock and Civil Work Maintenance tendering activities .


Your missions:

In a matrix organization of the Company, you integrate a dynamic and expanding technical team with collaborators who will help you to integrate a multidisciplinary environment.


For Tramway, Urban (Metro, Monorail, APM), Intercities and Main Line systems you will manage tender engineering activities by delivering all technical information and documentation, with the adequate level of quality, in respect of global target cost, tender budget and planning


Build technical response to Systems Maintenance bids:

  • Support bid manager to RFP clause by clause and requirement analysis by identifying gaps and risks.
  • Collaborate with DIS and RS Services teams to build an appropriate solution for each bid.
  • Collect from multiple technical teams (Bids and Design and Build projects) BoQ (bill of quantity) architecture,
  • Elaborate Tender Sourcing plan for Maintenance purpose in collaboration with Sourcing team.
  • Participate to TDR (Tender Design Review).
  • Set-up dedicated TDR for maintenance scope when necessary
  • Identify orverhaul and renewal strategy from products roadmap synchronised with bid schedule and committed by Services teams.
  • Generate technical LCC with spare parts consumption and maintenance hours.
  • Synthesize all your work done during the offer in a technical writing documentation in accordance with our Bid Writing Process, with the objective of highlighting ALSTOM's services solutions.
  • Contribute to elaborate, enhance LCC data with bids REX, Project REX, especially on new scope like Monorail, APM projects with full civil work maintenance to cover.
  • Participate to the engineering QCD commitment : master planning, costing, project organization, risk assessement and management plan


As a bid technical reference you will also

  • Contribute to enhance products roadmaps integration with data collected during Bids
  • Collect and analyze bids requirements to contribute to enhance Maintenance REFLIB tools
  • Identifies technical risks and ensures they are covered by dedicated action plan agreed by Platform and Metiers.



Your profile:


Required Education and Skills :

You have a good knowledge of fixed infrastructures and civil work of rail transport.

Engineer, you justify a 2 to 5 years experience in the field of asset maintenance or in railway infrastructure environment and have:

  • Infrastructure and Digital system knowledge
  • Telecoms system and products knowledge
  • Civil Work Maintenance knowledge.
  • Knowledge of Life Cycle Cost approach, Services experience is a plus
  • Ability to solve problems by being collaborative, analytical and creative
  • Autonomous with the ability to achieve outcomes on time
  • Creativity, synthesis skills, adaptability and fluency in oral and written communication will be assets in your future functions.
