Reporting to AMECA* Region's President EHS Director is in charge of Environment Health & Safety (EHS) strategy with Central team and regional counterparts. He/She will be in charge of the implementation of Alstom strategy across the Region and supporting Clusters and countries to achieve the EHS performance of the region. 

 

AMECA stands for Africa, Middle East, Central Asia. 

 

More specifically, your main responsibilities will be:

 

Contribute to Alstom EHS Strategy definition

  • Contribute to the definition of EHS Delivery Plan in line with the needs identified in the Region.
  • Lead Cross-Region initiatives (when nominated) as defined in Alstom EHS Management Committee Meeting.

 

Support Region Management in achieving EHS performance

  • Deploy EHS objectives, initiate and develop programs in the Region in line with Alstom Strategy and specific Region needs.
  • Provide guidance to management of operations and functions for EHS improvements and control of sites and projects.
  • Follow-up Country /Cluster team actions. Lead continuous EHS improvements in the Region.
  • Ensure that Accidents/Incidents are first prevented, and when occurring, reported, recorded, investigated and analyzed. Lead the Return of Experience (REX) process in Region and is accountable for its quality.
  • Has full authority and must stop any operational activity resulting in an immediate high risk to People or the Environment.
  • Ensure historical pollution is controlled for all Sites. Ensure the EHS liabilities risks are managed in line with Alstom rules for all Merger & Acquisition projects

 

Lead and animate the EHS network in the Region

  • Structure the organization; staff the sites and projects locally with people having enough gravitas.
  • Monitor, assist, coach, assess, and develop the EHS community in the Region.
  • Ensure an Alstom EHS pool of resources for technical EHS expertise at sites/projects is managed, relying on the country organization

Support tendering process in the Region for EHS related topics

  • Be the referent person for EHS questions at tender phase for all tenders in new territories driven from the Region; provide EHS data and information, relying on countries and sites when appropriate and Central EHS team when critical. Contribute to commercial success.
  • Ensure the contracts are documented in order to secure Alstom's position and responsibility in EHS.
    Ensure after the contract signature proper EHS management for all projects operated (field activities) in the Region.
  • Ensure early EHS risks assessments are performed and adequate measures are defined.

​​​​​​​​​​​​​​Develop EHS Management system and EHS Standardization

  • Ensure that in all entities in the Region, EHS Management System in line with Alstom EHS processes and international standards (ISO 14001, ISO 45001) are implemented and maintained.
  • Contribute to the construction of a global EHS Alstom Management System.
  • Support standardization and consistency of EHS processes across the Region, support EHS process integration and implementation.

Compliance

  • Ensure legal watch and compliance program to all statutory, regulatory, contract and company requirements are organized in all country/cluster.
  • Identify gaps between practices and Alstom standards, and propose actions to minimize those gaps in coordination with the EHS leaders.

Develop EHS culture in the Region

  • Connect Alstom EHS objectives and programs with Region systems and processes and mobilize Region Management
  • Influence EHS performance: facilitate change and EHS continuous improvement.
  • Develop EHS understanding and competencies of key operational employees. Deploy learning and development programs.

Report, Measure & Review

  • Implement the Alstom EHS Audit programs and ensure the required follow-up.
  • Ensures manufacturing sites, projects sites and offices are regularly visited to identify EHS risks and issues.
  • Monitor and analyse EHS performance, ensure standard reporting and deliver EHS Management reports. Is accountable for the quality of the EHS reporting process in the Region.
  • Work closely with Product Line EHS Director to share issues or REX.

Job Requirements:

  • University Engineer or Business Degree
  • Recognized Health and Safety Qualification to Diploma or Degree level
  • Environmental Qualification to Diploma or Degree level
  • Significant experience (around 10 years) in EHS function in an industrial environment and / or construction environment (ideally both) in a senior management role (reporting to Senior Manager);
  • Fluency in English 
  • Knowledge of Railway is a plus
  • Ideally has also operational experience outside EHS
  • Experience in leading a network of people reporting in dotted line
  • Experience in multi-cultural environment & Matrix Organization
  • Teamwork and leadership
  • Communication and influencing skills
  • Ability to organize, plan and schedule with very good computer skills
  • Ability to develop a global view
