Services NAM Mobilization Manager
Objectives
- You will provide guidance, project management expertise and support to the business units in the Mobilization phase and lead some aspects as required, and/or secure the right resources will be allocated to the project.
- You will develop and implement key performance metrics consistent across all business units and sites, and supervise the Project Managers assigned to the Mobilization Phase.
- Also, the Mobilization Manager is in charge of MPC (Maintenance Performance Center) deployment in the NAM Region, working closely with the BU lead and the Head Quarter.
- Finally, the Mobilization Manager would also support any projects across the Region as Operational Excellence experts, as needed.
Organization
- Reports hierarchically to Business Excellence Director
Responsibilities and Accountabilities
Projects Mobilization
Tender phase:
- Take part in the preparation of Mobilization specific deliverables
- Review of Mobilization assumptions and related costing
- Take part in TTM and TTG to ensure transfer of tender assumptions into mobilizing projects
Mobilization Phase:
- Support the project starting phase in coordination with available project resources.
- Take part in the preparation of the Launch Seminar to ensure all key topics are identified and managed.
- Take part in the MGR and RGR Reviews and actual Gates.
- Take part in MPR and CPR/RPR/LPR.
- Project mobilization coordination with strong relationship with GMs / PMs
- Provide guideline for mobilization & secure the good processes / procedures are known
(Guideline for mobilization, Project Management Manual, DFQ…) - Support / develop Projects Mobilization planning & milestones in coordination with GMs/PMs
- Check and redefine organization if needed the Staffing plan for Project Mobilization.
- Mobilization will push / support to get the right staffing on time.
- Coordinate with support functions to ensure proper mobilization of functions.
- Support projects in getting involvement of functions for the implementation of complex processes.
- Continuous Improvement: To perform REX of mobilized projects and feedback into bid factory
MPC – Maintenance Performance Center
- Communicate with BU leads & GMs around MPC concept to define the future organization, budget, deployment milestones.
- Address the Change Management with local team (ways of working, communication..)
- Support MPC implementation in the NAM Region in coordination with central MPC Team.
- Define objectives, strategy and KPIs of the future MPC.
Operational Excellence / Supporting Projects
The Mobilization manager will also support critical projects across the Region, with the priority to :
- Analyzing current Maintenance Project situation & Processes to identify areas for improvement and develop strategies for delivering short and long term improvements.
- Developing and leading improvement, setting objectives, developing plans, coaching, training and define performance targets.
- Lead & support local team to execute according to plan, mobilize projects on time, and recover difficult projects.

Educational Requirements

Master degree (technical /industrial / engineering)

Expert in his métier (management committee members, senior manager, Senior Project manager…)
Experience

10+ years related experience and/or training.

Strong understanding of the Alstom Services business

Internal: Product Line, Service Exec committee, Bids, Supply Management, Finance, Legal, Engineering, Industrial, O&M BU, APM BU, ALM BU, Urban BU and Human Resources
