The role of the Bid Technical Manager Operations & Maintenance is to be responsible for the O&M bid strategies, analysis, costing and proposal in Services Bids and Tenders.
It is a key strategic role for the organization and our ability to growth the Services Americas business.
KEY RESPONSIBILITIES:
- Work the O&M bid strategies, analysis, costing and proposal
- Define and support the O&M bid strategies and deliverables for Operations, Maintenance of Vehicle, Maintenance of Way, Maintenance of Signaling and Wayside, Maintenance of Tracks, Maintenance of Facilities, overhauls, …
- Develop solutions that meet Customer requirements at a winning price with healthy executable assumption
- Read and analyze the requirements from RFQ (Request For Qualification) and RFP (Request For Proposal) related to Transit Operation & Maintenance. Transfer the Customer requirements into internal into requirement management / compliance matrix and transpose it in a technical proposal to the Customer.
- Provide financial inputs related to the Operation & Maintenance scope (labor, outsourced scope to supplier and material, Other Direct Costs).
- Analyse the RFP performance KPI and propose a compliance strategy and how to mitigate the associated deduction risks
- Define the assets renewal strategy for long term contracts to optimize the life cycle costs
- Deliver a full technical risk analysis and define the action plans to mitigate them
- Document all bid assumptions, strategies and proposals made in the bid (costing assumptions, gate review document, operation and maintenance plans, …)
- Define the mobilization plan (hiring, training, IT, site implementation, …)
- Define the labor costing assumptions, with support of HR (rates, fringes, overtime, spare board, impact of labor law or unions, …)
- Create or analyze operation model, system robustness study, crewing line-up, fleet requirements. Validate its compliancy with the bid.
- Support technical team producing the energy model
- Support Procurement for the material strategy and outsourced services (technical requirements document TRD for suppliers, material quantity, DBE requirements, …)
- Manage technically the preselected subcontractors to ensure they are fully compliant with the RFP needs
- Support the technical, commercial and pricing proposal activities by gather information from many sites, support narratives plan and write-ups.
- Develop, coordinate, and enforce systems, policies, procedures, and productivity standards.
- Maintain quality service by enforcing quality and customer service standards and recommending processes and tools improvements.
- Work with internal and external partners to support the system definition in PPP or complex projects, with ensuring Alstom protection. Support partnership and interface agreements if required.
- Improve performance of a current contract (on an existing site or an operation we want to take over)
- Identify innovation and alternate proposals to be included in our offers.
- Identify potential additional business in Services that could led to unsolicited offer.
- Explore technology advancement and innovation related to Customer Services, Operation and Maintenance that would lead in innovation proposal or cost reduction in our tenders.
REQUIRED PROFILE:
• Bachelor’s Degree in Business Administration, Engineering, Commerce and other related fields
• Working experience (5-10 years) in Transportation Operations and Maintenance
