Purpose of the job:


Within the Main Line Control centers segment of Alstom D&IS (Digital & Integrated Systems):

The candidate will be responsible:

  • To drive the process of tendering for our Traffic management solutions, in collaboration with all stakeholders (Commercial, Technical, Bid managers, etc…)
  • To drive the competitiveness improvement, including:
    • set up and update the cost reference models,
    • ensure update versus Return of experience of projects,
    • drive the competitiveness improvement based on market intelligence,
    • ensure implementation in the offers and during execution
  • Support the regions in the tenders:
    • alignment to TMS product & offering strategy,
    • application of  the proper reference libraries
    • Ensure the  validation of the offers
    • drive the  transfer of knowledge to the bid regional teams
  • Support pre-tendering activities, such as quick costing


Key accountabilities:


Cost models (reference libraries) established, maintained and implemented


Proactively propose and drive competitiveness actions to align tender cost with market expectations


Organise regular return of experience and update the cost models as required.


 Bid technical management coordination: Drive the TMS bid technical management in time and in quality and according to the tender process stages expectations and the Control centers strategy (offering, geographical workshare,…). Align all contributors (technical, sites, program & project engineering)


TMS bid community support: Animate the international network to disseminate the reference libraries and capture the local needs and return of perience


Performance measurements: 


TMS bids organized and delivered on time and quality

Reference libraries maintained

Competitiveness improvement plans established and delivered



Competencies & Skills 

Leadership to drive international teams and multiple stakeholders in time-boxed constraints

Similar role experience in technology industry, with SW intensive products and/or engineering

Project Management

Large Enterprise  processes understanding and experience in one or more of functions: Tenders, Projects, Engineering, Industrial, Sourcing, Quality and their interfaces…

Awareness of financial rules and contractual aspects

Commercial acumen

Good communication skills (presentations, synthesis, relationship with contributors ...)

International and multi-cultural environments experience

Fluent in English: spoken and written

Ability to travel internationally
