Mission

Purpos of the job:

On-site surveys management including resources organisation and mobilization in order to:

    • Check and control of civil data during the field operations handing over phases (buildings, engineering structures, railway platform, waysides, foundations, etc.)
    • Set out the topographic markings of infrastructure, signaling, telecom, etc. equipment (track alignment and turnouts, Overhead Catenary System (OCS) foundations, etc.) before constructions activities
    • Work in coordination with construction teams for the final adjustment of their equipment, in particular during concreting activities
    • Track and Civil works as built setting out for final handing over

 

 Main Responsabilities

Key accountabilities

Implementation of the necessary organisation to enable the survey works achievement in the optimal conditions: performances, costs, quality and health and safety.

  • The Survey Engineer or Manager (based on site) reports directly to the Project Manager or Trackworks Sub-System Manager or Project Installation Manager or OPC Manager or and is in charge of making sure that all upstream activities are duly achieved, and the equipment is installed in conformity with the civil data and the handover requirements, the Quality Assurance / Quality Control (QA/QC) system, the contractual and local regulation rules and the Time Schedule in place.
  • The Survey Engineer or Manager defines the Survey Management Plan and all Survey Method Statements (including those associated with the convoys of railway construction equipment). He is in charge of making sure that survey works (setting out, control of equipment erection, etc.) are compliant with survey procedures and pays particular attention to the concreting activities and mainly to the final adjustment of the equipment prior concreting.
  • Its duties include also the necessity to coordinate on all technical aspects (Track alignment data, OCS foundations, etc.)  with the Engineering teams for whom he defines the Survey Specifications.
  • The Survey Engineer or Manager participates to the Installation/Construction core team meeting and report – weekly / monthly -on progress and Quality Cost Delivery (QCD) KPI.
  • The Survey Engineer or Manager is required to participate on the preparation of the Time Schedule and has the responsibility for running it and reporting to the Project Installation Manager or OPC Manager.
  • The Survey Engineer or Manager may make sure the means for obtaining Permit of Work and access are available for starting the survey activities on site and on time. He may make sure that the interface with the other contractors is done for the site execution.
  • The Survey Engineer or Manager may make sure the coordination with the Customer &/or the Authorities for getting the site execution approvals for is survey is done.
  • To implement its task, the Survey Engineer or Manager is responsible for defining the necessary resources (human and material).  The Survey Engineer or Manager manages the survey team in term of assessment, skills, training, team spirit, etc. and the availability, calibration and maintenance of all Survey equipment and software.
  • The Survey Engineer or Manager will manage and control the Subcontractors performance as per their subcontracting obligations. He interfaces with the Region Sourcing Manager for any contractual issue.
  • Its duties include also to coordinate with the various Civil Contractors and other third parties on Site. His first mission in this framework is to perform the reception, validation and compliance of the polygonal from Civil Works Contractors. He prepares the handover from Civil Work and he raises to his management all issues that are linked to claims or additional works.
  • The Survey Engineer or Manager ensures that Horizontal & Vertical Permanent Survey Monuments for future track maintenance or other required tasks are installed and that the Track Gauge is free from any trackside items prior the handover operations.
  • The Survey Engineer or Manager makes sure the as-built data are updated and sent at the end of the installation/construction for final handing over.
  • The Survey Engineer or Manager is responsible for his budget and the onsite Quality Plan & HSE Plan implementation.

 

Delivery

  • Weekly progress report + 3 weeks schedule
  • Installation ITP (Inspection & Test Plan) and ITP linked to the follow up of the subcontractors
  • Monthly Cost Time schedule including sales valorisation
  • Work Method Statements of the survey activities including the template of the Quality Control Inspection Form.
  • Weekly Quality report based on the NCR analysis and the Quality Control reports
  • Weekly Hourly report of the survey team.
  • Follow-up and analysis of the equipment and the tools (Maintenance, certification, …) and material consumption.
  • Establish and maintain, a project-wide Primary (every km), Secondary (every 200m) and Tertiary (~80m) Control Networks
  • Provide the handover towards the Installation-Construction-T&C manager/leader.

The Survey Engineer or Manager must be based on-shore, on site, typically in the Project Leading Unit.

  • Weekly works progress program control and associated reports.
  • Client complaints follow-up (non-conformity forms)
  • Costs (QC, Cost of Non Quality, etc.)
  • HSE indicator

 

Main Required Competencies

Educational Requirements

Mandatory:

  • Survey technologist, college or above civil related graduate which attended survey course.

Desiderable:

  • Certification on railway safety
  • Certification on site EHS management

Experience

Mandatory:

  • Minimum 3 years of experience in survey work or qualified as a survey technician of the first grade.

Desiderable:

  • Railway experience in particulare track laying projects.
  • Civil works project (buildings and waysides)

Competencies & Skills

  • Perfect knowledge of the survey methodologies, tools, software (Total Station Onboard Software) and railway constraints
  • Good understanding of infrastructure and signaling subsystems civil work design and handover requirements
