POSITION OVERVIEW

 

The responsibility of the Bid Manager is to deliver a winning proposal according to customer requirements, Alstom processes, Ethics&Compliance Values and System Solution strategy.

He/She ensures that all bids submitted are in line with the QCD (quality cost delivery) objectives and gives support to the Sales Leader up to the contract award.

The Bid Manager reports directly to the Site MD Director and he/she will work in strong liason with tender team, Sales Leader and all the stakeholders involved, internal and external.

                       

RESPONSIBILITIES

  • Ensure compliance with applicable rules, values and instructions (e.g. Code of Ethics&Compliance, Railways Safety...)
  • Work in close relationship with Sales leader and the full tender team including involved units
  • Prepare the full technical documentation necessary to submit to Customer (technical description of offered solution, project master schedule, draft the price list…)
  • Define the offered solution in order to be compliant with detailed requirement capture and all the stakeholhers’ requirements and strategy
  • Manage QCD reviews and optimizations. Obtain clear commitments from different actors
  • Prepare risks & opportunities reviews
  • Keep records of the documentation produced for tender preparation
  • Partecipate to the contract negotiations
  • Manage the budget of tender preparation cost according to Tender Cost Authorization Process

 

 

SKILLS & EXPERIENCE

Necessary

  • Project management background, including Risk management and Planning expertise
  • Good practices of costing and financial risks
  • High communications network, reporting capabilities
  • High capability to stimulate efficient team working to produce the tender documents within a limited time period
  • Be able to challenge proposals to obtain optimal solutions backed with commitments
  • Demonstrate integrity and be fully involved in in Alstom Ethics&Compliance Values
  • Demonstrate excellent communication skills and able to guide, influence and convince others in a matrix organization
  • Anticipation and problem solving
  • Sense of urgency and managing priorities to be compliant with tender execution
  • Fluent in Italian and English

Desirable

  • Good knowledge of railway products and systems
  • Knowledge of additional languages like English and French is a plus
  • Finance and Legal sensitivity
  • Contract Management

  • Able to understand Customer needs and to articulate how the organization can satisfy them
  • Provide documents in time and in compliance with tender requirements
  • Gross Margin degradation between tenders and projects
  • Compliance with tender cost budget
  • Data updated and recorded (compliant with processes and legal constraint)
