Purpose of the Job

  • Responsible of all recurrent and non-recurrent planning activities for Signaling & Infrastructure projects in USA to ensure the “On Time Delivery” respecting the customer contractual milestones.
  • Ensure that all the key function on his area (project, engineering, R&D, Factory, V&v, installation and test & Commisssionning) provide their inputs regarding planning according to the agreed update frequency:
  • Responsible of the Alstom S&OP execution for his area
  • Promote continuous improvement culture to improve site performances and great discipline in all planning activities.
  • Responsible to manage and develop a team of Project Planning Department Managers  to maintain the projects schedule (internal and customer schedule) in order to manage efficiently the time committments of the projects (tender, contract or project execution)


Accountabilities and Authorities:

Team Management/Process:

  • Manage the team of Project Planning Department Managers (staffing, supply of resources per the demand...)
  • Manage planning department budget
  • Team development (trainings, competences assessment...)
  • Apply the Alstom Project Scheduling Process
  • Contribute to the Return of Experience (REX)and inprovements, share best practices
  • Animate a network of Project Planning Department Managers across multiple sites in the USA


In Tender: Allocates Project Planning Manager at Bid stage to perform the below activities: 

  • Analyze the schedule management requirements of the Customer (contractual tool, schedule structure, reporting constraints...)
  • Define tender preparation schedule and monitor until the submission of the tender
  • Detail the tender schedule based on Reference Library templates, gap analysis, Metier commitments, and PXO (Project Metiers organization such as PIO/Project Industrial Organization) tender strategy.
  • Highlight the critical path and risks linked to the project schedule and propose the optimisation & mitigation actions. 
  • Contribute with the project schedule with the project strategy in compliance with the contractual requirements
  • Participate to the definition o the project schedule interfaces with the partners and Customer
  • Deliver on time all schedule deliverables down to the requested levels
  • Estimate the cost of scheduling management effort. 


In contract execution: allocates appropriate Project Planning Manager for each project to perform the below activities:

  • Define and maintain the Project Time Management Plan
  • In the case of multi-unit project, the lead Unit PrPM co-ordinates the project scheduling community (meetings, MoM...)
  • Detail and update the project schedule based on the contractual targets and data provided by all stakeholders,
  • Propose the project baseline and ensure its acceptance (internally and by customer)
  • Ensure the consistency of all the internal and external Stakeholders commitments, and manages the schedule's interface
  • Organize and lead periodic project schedule sessions
  • Actively participate to project core team meetings
  • Provide a timely updated schedulesituation highlighting the gap between the actual and baseline
  • Analyze and provide early identification of potential delays to the project core team
  • Prepare schedule and progress reports Customer or Lead Unit or Partners
  • Provide support to Project Managers on all issues related to project schedules
  • For Reference Library, devlop and maintain the schedule templates. 


Performance Measurements:

For Tenders:

  • Quality of achievable and winning planning for tenders, with contractual milestones requested and risks linked to planning Mastered
  • On-time delivery of all tender deliverables requested to fulfill RFP requirements
  • On-time delivery of schedule analysis for decisions by the Tender Team: critical path, compliance with tender strategy related to contractual milestones, planning risks, mitigation plan and list of ambitions
  • List of potential gaps between project schedule defined in tender and Platform Reference Library schedule.


For contract execution:

  • Baseline approved (internally and by the Customer) and managed,
  • regular and consistent scheduling updates, with potential delays analysis and action plans proposed to the project team
  • On-time delivery of KPI's (OTD, documentation, Gate Reviews, GO on time, sales, cash...)
  • Alstom scheduling "excellence" KPI relative to monthly schedule maintanence activities


Experience and Qualifications:

  • Bachelor's degree in related discipline or equivalent related experience
  • Minimum of 5 years of related planning experience
  • MS Office proficiency
  • Ability to work independently, trustworthy, self-motivated and proactive
  • Demonstrated ability to work effectively as part of a crodd-functional team
  • Strict attention to detal and process oriented
  • Strong communication skills & time management skills
  • Up to 10% travel
  • Primavera and/or MS Project Software skills required
