Role Summary

Alstom has an opening for a Tender & Process Sourcing Leader, based in Pittsburgh.  


Responsibilities and Accountabilities

As an active part of the Tender team, the Tender Project Sourcing Leader:

* Manages the sourcing activity for the Tender and maintains the Reference (cost) Library of goods and services typically used by the Tender team in bid proposal generation.

* Drives Sourcing Domains (commodity sourcing activity) and considers Solutions (customer engineered solutions from Application Engineering) to define the technical Platform Sourcing Strategy. Collects, understands and challenges functional requirements on commodity, business forecasts, market constraints and Quality, Cost, Delivery (QCD) targets per commodity.  Conducts workshops between Sourcing Domains and Solution team, provides regular feedback on strategy application and efficiency.

* Drives material cost optimization of the Reference Library.  Collects and formalizes Return on Experience (lessons learned) on solutions which were or were not successful in execution of projects.  Brings new ideas, challenges Solution requirements when relevant, ensures implementation in liaison with Sourcing Domains and identifies risks and mitigation plans.

* Consolidates sourcing QCD commitment at tender phase.  Provides requirements (by gap) to Sourcing Domains and challenges them when relevant.  Consolidates the material cost commitment, proposes ambitions (stretch cost reduction commitments to improve the Tender proposal) based on cost improvements to the Reference Library.  Uses the Tender Sourcing Plan to check the Tender cost position versus the Target Cost, Low Cost Country (LCC) Baseline, and Alstom approved supplier compliance requirements.


After the Tender is won, the Tender Project Sourcing Leader is an active part of Project execution:

* Manages the sourcing activity for Project.

* Ensures project needs are properly communicated to Sourcing and challenges them.  Supports Domains to get optimized functional requirements, challenges new gaps compared to tender commitments.  Incorporates Return on Experience and maximizes re-use of proven solutions.

* Defines and implements the Project Sourcing Strategy in full toward fulfilling QCD commitments.  Launches RFQs and negotiates with suppliers to eliminate any gaps in cost or terms.  Ensures proper supplier selection through the Business Award process and asks for arbitration when relevant.  Supervises contract execution of selected suppliers supported by Quality and Supply Chain.  Facilitates co-operation between Engineering and Sourcing.  Defines any necessary co-development plans and Make or Buy strategies with the Project team.

* The TPSL is the owner of the QCD outsourced material installation scope committed at the Tender stage and reviewed at the project’s first review.  Ensures continuity with tender commitments through Tender to Project transfer meetings.  Reviews periodically the QCD outsourced material scope and prepares Sector Project Reviews with Work Package Owners and Finance.  Manages risks and ambitions.

* Leads cost improvement plans.  Challenges Domains and Project Teams to generate cost optimization ideas, ensures actions are documented and savings are calculated on a total cost of ownership basis.  Ensures action plans are shared by project team and savings are recognized by Finance (Sector Project Review).  Monitors the progress of actions decided and elevates road blocks or risks.  Conducts regular reporting update to the functional Central Team.

* Ensures Sourcing’s Central strategy and processes are applied.  Conducts supplier selection in compliance with the commodity sourcing strategy (approved suppliers, LCC objectives, dual sourcing, etc.).  Ensures QCD performance of suppliers is properly reported and the Claims Process is in place and efficient.


Basic Qualifications

  • Minimum of 5 years experience Sourcing/buying engineering products and commodities (electronics, metals, stampings, castings, etc.)
  • Bachelors Degree in Purchasing, Supply Chain, Engineering, Economics, Business, and/or MBA preferred



  • Experience managing commercial issues (e.g. payment terms, pricing increase requests) with suppliers and assessing supplier data and performance
  • Experience leading the negotiations of Agreements (e.g. Subcontract Agreements, Frame Agreements, Development Agreements, Intellectual Property Agreements, and Non-Disclosure Agreements)
  • Demonstrated competence in negotiating skills with respect to Pricing, Service and Terms and Conditions.
  • Ability to navigate complex organizations and processes to accomplish results
  • Professional interpersonal verbal and written communication skills
  • High level of analytical ability where problems can be complex
  • Developed organizational skills including the ability to prioritize, handle multiple projects simultaneously, and meet deadlines
  • Proficient with Microsoft office products - Word, Excel, PowerPoint



  • Manufacturing or project based construction industry experience
  • Ability to understand and adapt to market trends
  • Knowledge of ERP software (SAP)
  • Knowledge of Supplier Quality and Supply Chain
  • Able to read blueprints and to understand basic engineering documents
  • Knowledge of contract law and its applications regarding purchasing processes
  • Ability to work globally, independently, and with minimal direction
  • Ability to travel at least 10% of time, including international travel
  • Ability to understand and analyze supplier data
  • PMP certifcation
