Purpose of the Job

  • Working in close collaboration with the Project Manager (PM), owner of time management topic in the project team, providing proper time management information to support decisions making to reach expected OTD (On Time Delivery) performance of the project
  • Responsible to manage and develop a team of project planners to maintain project schedule in order to manage efficiently the time commitments
  • Ensure all key functions provide their inputs regarding planning updates according to the agreed update frequency set at project level (inputs from: project, engineering, sourcing, manufacturing, R&D, industrial...)
  • Promote continuous improvement culture to improve project performance and increased discipline and rigor in all planning activities.
  • Responsible to develop and maintain the project/program schedule using best practices such as but not limited to: Reflect the project execution strategy in the schedule, capture the entire scope of work, set reasonable activity durations, logically sequence and link all activities, keep date constraints to a minimum and never as a hard constraint, avoid dangling activities, check the critical path makes sense, assign resources to all activities, check the schedule contains reasonable float, verify the resource plan, run a schedule risk analysis, set schedule baseline.
  • Facilitate the synchronization and communication of internal stakeholders
  • Report pro-actively the schedule progress to various stakeholders (customer, core team, corporate)

 

Accountabilities and Authorities:
 

Team Management/Process:

  • Manage team of project planners (staffing, supply of resources per the demand...)
  • Manage project planner’s budget
  • Project team development (trainings, competences assessment, performance assessment, development plans…)
  • Apply the Alstom Project Scheduling Process and Tools such as Planisware ODY.C
  • Contribute to Project Return of Experience (REX) and improvements, share best practices with department planning manager

 

In Tender:

  • Analyze the schedule management requirements of the Customer (contractual tool, schedule structure, reporting constraints...)
  • Define tender preparation schedule and monitor until the submission of the tender
  • Detail the tender schedule based on Reference Library templates, gap analysis, Metier commitments, and PXO (Project Metiers organization such as PIO/Project Industrial Organization) tender strategy.
  • Highlight the critical path and risks linked to the project schedule and propose the optimization & mitigation actions.
  • Contribute with the project schedule with the project strategy in compliance with the contractual requirements
  • Participate to the definition o the project schedule interfaces with the partners and Customer
  • Deliver on time all schedule deliverables down to the requested levels
  • Estimate the cost of scheduling management effort.

 

In contract or program execution:

  • Support planning department manager on recruiting/identifying/allocating appropriate Project Planner for a specific project(s)
  • Build the project schedule based on internal standard WBS, contractual targets, and data provided by all stakeholders,
  • Contribute with the Finance Project Manager to Earned Value Management using Alstom specific tool (Planisware ODY.C)
  • Define and maintain the Project Time Management Plan
  • In the case of multi-unit project, the lead Unit planner co-ordinates the project scheduling community (meetings, MoM...)
  • Detail and update the project schedule based on the contractual targets and data provided by all stakeholders,
  • Propose the project baseline and ensure its acceptance (internally and by customer)
  • Ensure the consistency of all the internal and external Stakeholders commitments, and manages the schedule's interface
  • Organize and lead periodic project schedule sessions
  • Actively participate to project core team meetings
  • Provide a timely updated schedule situation highlighting the gap between the actual and baseline
  • Analyze and provide early identification of potential delays to the project core team
  • Prepare schedule and progress reports Customer or Lead Unit or Partners
  • Provide support to Project Core Team on all issues related to projects schedule

 

 

Educational Requirements:  

Bachelor's Degree in Engineering or in a related discipline

  

Experience: 

  • Railway industry project experience in complex projects related to products and systems
  • 7/10 years’ experience as Project Planning Manager / SSM / Project Development Planning Manager / Project Operation Planning Manager / Industrial Planner / Construction Planner
  • Project management and industrial background
  • Experience in complex projects (Design-build)
  • Experience in working with internal processes (Tenders, Projects, Engineering, Industrial, Sourcing, Supply Chain, Quality, and their interfaces)
  • Project scheduling processes
  • Worked with resource load schedule (material, manpower, etc.), Schedule of Values (SOV), Earned Value Management (EVM)
  • Experience in train migration planning to integrate both wayside and rolling stock modification for supporting customer operation and maintenance
  • Experience to integrate engineering software build plan among various technical subsystems (signaling, communication, Data acquisition control, facility management, etc.)
  • Experience in field operation planning including installation and testing & commissioning at brownfield railway environment
  • Experience for site mobilization, acceleration, or recovery plan and capable to identify the bottle neck at field operation planning point of view
  • Experience in identifying the ongoing critical scopes for negotiation with customer at ongoing variance order basis to move project forward without impacting the key milestone
  • Comprehensive understanding for railway project lifecycle, implementation of Integrated Vital Processor Interlocking (iVPI) solution integration of multiple subsystems including system engineering, signaling, rolling stock, communication, data acquisition control, civil, facility, power, track, RAM, safety, V&V, operation & maintenance manuals, training, field installation and testing & commissioning

 

 Competencies & Skills: 

  •  Planisware ODY.C is mandatory
  • Primavera P6 and MS-Project software skills are mandatory
  • Advanced MS Office proficiency, particularly MS-Excel
  • Agility to juggle schedules (detailed execution and customer schedules) simulations and various scenarios, and changing project goals.
