The GO Expansion scope :  new electric locomotives, fleet upgrades, train control systems, network electrification, signalling, telecommunications and digital systems, maintenance, and much more.

 

Objective

  • Alstom is seeking a Project Technical Manager (PTM) to work on Go Expansion project. The individual should be familiar with Signaling Solutions including Distance-To-Go based Automatic Train Control (ATC) solutions, Automatic Train Supervision (ATS) and Integrated Control Center (ICC) solutions, Computer-Based Interlocking (CBI) solutions, and other traditional signaling components including Track Circuits, Switches, Signals, etc.
  • In addition, the individual should be well-versed in Project Engineering Management principles and qualities, such as Technical Leadership, Scope Management, Risk Management, Requirements Management, Configuration Control and Change Management, Planning and Scheduling, and System Deployment

 

Purpose of the job:

  • Be the technical representative in front of customer and external stakeholders from Notice-to-Proceed (NTP) to end of warranty
  • Manage the technical scope of the project and deal with internal and external sub-systems interfaces, reaching the performances required
  • Coordinate with the project core team and Integrate the Alstom solution in the project
  • Controls the technical consistency through a strong engineering process management, quality, cost, and delivery (QCD) approach
  • The PTM must integrate the Alstom solution covering the customer needs

 

Key accountabilities:

  • Be the technical representative in front of customer and external stakeholders from NTP to end of warranty
    • Be responsible of any technical communications to the customer and external stakeholders such as contractors or consortium
    • Be accountable for the customer acceptance of the project solution
    • Organize Design Review with customer when necessary
  • Manage the technical scope of the project and deal with internal and external subsystems interfaces, reaching the performances required
    • Raise the project technical risks and build the corresponding mitigation plan with the System Deployment and Integration Manager (SDIM) and offshore technical team
    • Identify which are the applicable regulations in the customer country and ensure they are taken into account in project solution design
    • Build the input configuration base line with customer inputs for deployment of the solution by the offshore technical team
    • Be responsible of the onshore project design and engineering activities
    • Ensure the project solution is reaching the contractual performances required
    • Approve all technical documents including engineering, installation and Test and Commissioning (T&C)
  • Coordinate with the project core team and Integrate the Alstom solution in the project
    • Provide all necessary technical inputs to the SDIM for deployment process application
    • Provide all technical documents to the project core team members for the industrialization, sourcing, installation, test and commissioning (Migration Plan, External Interfaces, Input for System Documentation, etc.)
    • Solve technical issues detected by different core team members with the collaboration of Design Leading Unit of each subsystem
  • Controls the technical consistency through a strong engineering process management, quality, cost, and delivery approach
    • Ensure complete application of all Engineering Processes
    • Contribute to claims and variation orders identification and development
  • Manage the project solution, meaning the customization and parameterization of the generic solution to meet Quality, Cost, Delivery and Performance commitments:
    • Supervise the Project Requirements Database (PRD) coverage and demonstration
    • Lead the global project Change Control Board (CCB) and Configuration Management, delegation to SDIM during design phase
  • During project warranty, coordinate actions to support resolution of pending technical issues following Project Warranty Manager (PrWM) requirements
  • The position is located in Toronto,ON

 

Performance measurements:

  • Project QCDP (quality, cost, delivery on time and performance)
  • Customer approval about technical documents or other technical concerns of the project
  • Full coverage of contractual project requirements

 

Educational Requirements

  • Bachelor’s Degree of Science in Engineering, Computer Science, or scientific subjects    
  • Master’s in business administration and/or master’s in project management desirable

 

Experience

  • Required  Experience
    • Engineering background including project deployment full lifecycle view until commissioning
    • Hands-on experience on functional or hierarchical team management 
    • Cost and planning control experience in engineering scope
    • Hands-on experience on Customer relationship in contractual situations
    • 3 years or more experience in Rail Signaling industry
    • 1 year or more experience in Project Engineering Management
  • Additional Experience Desired:
    • Products and services knowledge on different market segments (Urban, Mainline, Freight & Mining)
    • Engineering product development full lifecycle view
    • Safety background
    • 2 years or more experience with Distance-To-Go based ATC solutions
    • 2 years or more experience with ATS/ICC
    • 2 years or more experience with CBI
