Purpose of the Job.

To provide expert scheduling and delay analysis knowledge to support Extensions of Time (EOTs), Requests for Equitable Adjustments (REAs) and claims activities with customers and contribute to building, follow-up and the negotiation of claims. Responsible to develop and maintain the Contract schedule, dynamic monthly updates, the early identification and impact of delay events encountered by Alstom, and to perform schedule delay analysis.  Provide support to various project teams in need of guidance, support for building a schedule delay analysis to support EOTs, REAs and claim situations, including forensic delay analyses.  Must be familiar with the Society of Construction Law’s Delay and Disruption Protocol (SCL Protocol) and the application of the best delay analysis methodologies for proving merit in delay claim situations.  Be the scheduling and delay analysis expert representing Alstom and the project teams for preparing EOTs, REAs, Claims and final negotiations with customers.

 

Mission - Performance Measurement.

-In tender:

  • Creation of Baseline Schedule to be included in Contract
  • On time delivery of schedule baseline and schedule negotiation for decisions by the Tender Team: critical path, compliance with tender strategy related to contractual milestones, planning risks, mitigation plan and list of ambitions.

-In contract or program:

  • Management of baseline schedule as approved in Contract  
  • Regular, consistent, and dynamic scheduling updates, with potential delays analysis and actions plans proposed to the project team
  • Proper identification and recording of delay events (in all phase of the project) and responsible to notify Contract Manager for Notice of Delay for proper customer notification
  • Monthly update (or per frequency requirement from the contract) of baseline schedule with description and analysis of delay (if any)

 

Responsibilities

-In tender:

  • Analyze the schedule management requirements of the Customer (contractual tool, schedule structure, reporting constraint)
  • Creates the Project Baseline schedule based on Reference Library templates, gap analysis, Métiers commitments, and PSO, PDO & PIO tender strategy, REX from previous project
  • Highlight the critical path and risks linked to the schedule and propose the optimization & mitigation actions
  • Propose a strategy as regard to the compliance with the contractual requirements
  • Participate to the definition of the schedule interfaces with the partners and the Customer.
  • Deliver on time all schedule deliverables down to the requested level
  • Estimate the cost of Scheduling management effort.

 

-In contract or program:

  • Define and maintain the Project Time Management Plan, with respect and as a complement to any Project Time Management Plans of higher rank, and Project Management Plan
  • In case of a multi-Unit project, the lead Unit PrPM co-ordinates the project scheduling community (meetings, MoM…)
  • Detail and update the project schedule based on the contractual targets and data provided by all stakeholders
  • Ensure the consistency of all the internal and external Stakeholders commitments, and manages the schedules interfaces
  • Organize and lead periodic Project Schedule Sessions
  • Participate to project core team meetings (and/or Schedule management meeting of higher rank)
  • Provide a timely updated schedule situation highlighting the gap between the actual and the baseline.
  • Focus on early identification of potential delays and delay events
  • Prepare schedule and progress reports for Customer or Lead Unit or Partners
  • Provide support to Project Manager on all issues related to projects schedule
  • Be the advisor to the Project and Contract Managers on early identification and quantification of delay events and their impact to the schedule
  • For Reference Library, develop and maintain the schedule templates
  • Ensure the daily follow-up of short-term commitments within the project team and with the customer team
  • Work in the PMO team to deploy best scheduling practices and specific scheduling tools to increase the team performance
  • Lead specific taskforces inside the project team to secure critical activities with the corresponding core team member
  • Apply the Project Scheduling Process
  • Responsible for reviewing extension of impact on change requests and claims and where necessary prepare forensic planning and delay/ disruption analysis to determine the cause and effect of specific delays.
  • Work with project teams, PrPMs, and PrCMs to anticipated and build up the correct information in preparation of claims/ counter claims.
  • Responsible to assist project teams in choosing appropriate methods and perform prospective and retrospective delay analysis and disruption analysis.
  • Contribute to the return of experience (REX) and improvements, share of best practices.

 

Experience and Qualifications:

  • Bachelor’s degree in related discipline or equivalent related experience
  • Minimum of 5 years of related planning experience
  • Ability to work independently, trustworthy and self-motivated; self-starter; strong problem solving and negotiation skills
  • Demonstrated ability to work effectively as part of a cross-functional team
  • Pro-activeness toward Project Manager
  • Strict attention to detail and process oriented
  • Strong analytical skills and Critical Path analysis knowledge
  • Negotiation skills
  • Primavera and/or MS Project software skills required
