Purpose of the job:

Provide technical project management and technical leadership for assigned contracts executed by the Signaling Services organization, and the “Ready for Service” aspects of assigned Design/Build contracts executed by the Project Engineering organization.  Responsibilities include team leadership, work package planning and management, and customer management for the assigned contracts, including coordinating efforts of the Product Introduction, Special Tools, RAM engineering, Test and Commissioning, Field Maintenance and Training organizations for assigned projects.  The successful candidate will also be the technical leader of the tendering of projects for the Signaling Services organzation, involving Application Engineering, Product Management, and other functional organizations within the Signaling organization.  

 

Key Responsibilities:

Project ISR Manager is Responsible for:

  • Leading the team providing the estimate of engineering effort needed for Services activities on assigned Design/Build and Services contracts during the tendering phase by:
    • Analyzing, with the support of the Solution Directors, System Application Architect(s), and/or RAM and Test & Commissioning engineers, the potential gaps between the customer's specification and standard solutions and products, then defining the bid strategy and assembling the technical tendering team
    • Leading the technical team to support the Tender Leader in defining the most suitable compliance strategy, then building the system architecture applying the chosen solution with the support from the identified tender team
    • Provide the Tender Leader the estimate of engineering effort and the technical proposal text for the solution, then supporting the estimates during the Quality, Cost, Delivery (QCD) review cycles with Senior Leadership

 

  • Leading the Integrated Service Readiness team on the execution of assigned Design/Build or Warranty and Signaling Services projects by:
    • Developing the ISR Management plan, including the cost and quality of the ISR elements (Simulation & testing tools development, manuals and training, configuration management, service office and site setup, RAM and Life Cycle Cost models, etc.)
    • Managing staffing and coordination with other Métier or Functions (e.g. Application Engineering, Safety, RAM, Test & Commissioning, etc.) as needed to fulfill the contract needs
    • Representing Alstom at meetings with the end customer and suppliers as the Technical Responsible for the assigned project.  Involve specific subject matter experts as needed
    • Supervising the production of the ISR elements and managing the ISR team involved in the design and implementation of ISR elements.  Perform ISR activities on an as-needed basis
    • Managing coordination with the Central ISR team to ensure integration and compliancy with standard and best practice (REF LIB/ DFS/M&T

Educational Requirements:

  • Degree in Engineering, Computer Science, or another STEM field

Mandatory Experience:

  • 5 - 10 years of experience in Systems/Applications engineering, V&V/Test & Commissioning or Signal system maintenance
  • Demonstratable technical knowledge of Reliability and Maintainability activities for customer sites

Desired Experience:

  • Customer facing experience strongly desired
  • Team leadership experience strongly desired
