Objective
Alstom is seeking a Bid Technical Manager (BTM) to work on Rail Signaling bids, manage the technical scope of bids, and ensure the delivery of an accurate and competitive proposal in line with the standard solution and commercial strategy. The individual should be familiar with Signaling Solutions, including Automatic Train Control (ATC) solutions, Automatic Train Supervision (ATS) and Integrated Control Center (ICC) solutions, Computer-Based Interlocking (CBI) solutions, and other traditional signaling components, including Track Circuits, Switches, Signals.
In addition, the individual should be well-versed in Project Engineering Management principles and qualities, such as Technical Leadership, Scope Management, Risk Management, Requirements Management, Configuration Control, Change Management, Planning and Scheduling, and System Deployment.
Responsibilities:
- Provide the Bid Manager with an estimate of the engineering effort needed for the bid preparation.
- Negotiate with the Project Engineering Directors and manage the technical team's allocation in line with the bid needs (expertise and timing).
- Analyze, with the support of System Architect(s), the potential gaps between the Customer's specification and standard solutions and products and support the Bid Manager and Tender Leader in defining the most suitable compliance strategy.
- Build the system architecture by applying the solution chosen with the support from the Solutions Directors.
- Coordinate, from a technical point of view, the internal bid stakeholders (e.g., Installation, Testing & Commissioning, Project Engineering, Development Centers) and the external stakeholders (if applicable) to ensure an overall understanding of the technical bid strategy (including track/scheme plans, bill of quantities (BOQ), migration strategy, Project Design Organization (PDO), Share of Work).
- When applicable, propose the migration strategy to be applied with close collaboration with the Senior Signaling Engineers and the Installation and Test and Commissioning (T&C) teams.
- Perform requirements compliance analysis and clause-by-clause of technical bid documents.
- Consolidate the technical assumptions applicable to the bid, and ensure consistency between all work packages.
- Prepare and lead a Technical Design Review up to the approval of the technical scope associated with the bid.
- Lead the preparation and consolidation of the technical documentation to be delivered with the bid.
- Coordinate the engineering quotations and risks evaluation, checking for overall consistency and competitiveness.
- Support the Bid Manager during the negotiation with the Customer, identifying any technical change during that phase.
- Lead interfaces with 3rd Parties (in the frame of the BTM scope of work)
- Ensure a smooth handover with the PrEM (Project Engineering Manager) or SDIM (System Deployment and Integration Manager) in case of contract award, including the requirements, architecture, technical assumptions, engineering strategy, schedule, and workload.
- In some cases, support the Project Manager and Engineering team for complex variation orders on existing projects.
Educational Requirements:
Mandatory:
- Bachelor's Degree of Science in Engineering, Computer Science, or scientific subjects.
Desirable:
- Master in business administration and
- Master in project management.
Experience:
This level requires at least five years of experience working on signaling projects in a technical position. The Bid Technical Manager at this level is self-proficient in all bid execution activities and is responsible for providing technical guidance to less experienced Bid Team Members. The Bid Technical Manager must be capable of executing one large, complex System bid or multiple smaller, Subsystem bids.
Mandatory Experience
- Engineering background, including project deployment full lifecycle view until commissioning
- Hands-on experience in functional or hierarchical team management
- Cost and planning control experience in engineering scope
- Hands-on experience in Customer relationships in contractual situations
- Five years or more experience in the Rail Signaling industry
- Two years or more experience in Technical Management
- Additional Experience Desired:
- Products and services knowledge on different market segments (Urban, Mainline, Freight)
- Engineering product development full lifecycle view
- Safety background
- Two years or more experience with ATC
- Two years or more experience with CBI and traditional signaling equipment
- Two years or more experience with ATS/ICC
