Senior POS Sub-system Manager for Riyadh Metro Project 

Purpose of the Job
Riyadh metro project is one of the largest turnkey metro projects ever launched in the world.
In the frame of this mega project, Alstom, as a member of the FAST consortium in charge of 3 lines on a 
turn-key basis, is delivering full transit system, including rolling stock, signalisation, power supply, depot 
equipment and platform screen doors .
All power supply activities are managed as part of a Power Supply Sub-system (POS).
Project Value - 170M€
Riyadh project is looking for a deputy POS Sub-system Manager, in charge of supporting the Senior POS Manager by managing and delivering 
the electrical scope of the project in compliance with the contract until customer acceptance with 
satisfaction and optimal financial result.
Position in the Organisation
Organisation Structure
The Alstom organisation for the Transit System (TSY) is led by a Project Director. He/she is supported by a 
number of transverse functions (finance, contract, EHS, planning, system design,…). The sub-system 
managers (among whom POS) are reporting to the project director.
POS, under the leadership of POS Sub-system Manager, is organized as a sub-project, in the frame of TSY 
overall project.
Organisational Reporting
Deputy POS Sub-system Manager is hierarchically and functionally reporting to Riyadh Senior POS manager.
Network & Links
The deputy POS Sub-system Manager will need to interact with most of project stakeholders with prior agreement with the POS manager:
  Internal TSY: all POS and TSY functions (EHS, OPC, design supply chain, sourcing, T&C,…)
  Internal FAST: Civil Works partners, …
  Contractors: POS installation contractors
  Customer engineer
Deliver POS scope of work as per specific Quality, cost and lead time targets.
  EHS performance (including sub-contractor EHS performance)
  Sale, Gross Margin and Cash

The activities of the deputy Project manager will be to support the POS PM in the are the following:
1)  Support to Manage the project for Alstom
2)  Define and maintain the Project Organisation
3)  Define with the project technical director the project execution strategy
4)  Ensures the proper application of the strategy
5)  Coordinate the preparation and the transmission of the project progress reports to the 
operation and region management
6)  Coordinate the preparation and the dispatch of progress reports to the client
7)  Guaranty the project complete realisation in accordance with the contract
8)  Manage Project risks -  With the support of contract management team, initiate  necessary 
actions to protect Alstom interest in the frame of the project
9)  Optimise the project costs
10)  Support the customer director in managing the contractual interface with the Client
11)  Coordinate the exchanges of information with the Client of which the correct distribution of 
information to project players
12)  Propose solutions in case of conflicts between project stakeholders
13)  Guaranty that internal and external reports are prepared according to applicable procedures.
14)  Supervise, Control and guaranty the good Project performances.
15)  In charge of operational progress reports
16)  In charge of managing interface with the Electrification platform
17)  In charge of managing REX process on the project
The Project Manager will be assisted in the execution of its duties by the Alstom Project team.
The Deputy Project Manager is responsible for:
  Each task of his scope of works
  Time performance of the project
  Financial performance of the Project 
In more details, the Deputy Project Manager responsibilities include:
  Ensuring that EHS Alstom requirements are fulfilled at all times and that EHS is properly 
  Providing leadership and managing project team
  Promoting and maintaining the Alstom identity, culture and practises among the project team
  Ensuring the QCD commitments exists for the project,
  Managing all workpackages convergence as an integrated whole to meet QCD requirements,
  Taking overall responsibility for project management processes,
  Driving and making decisions for issues that affect performance at project level
  Managing  at  project  level  all  Project  Reviews  and  Gate  reviews,  including  organisation  and

  Identifying, resolving and managing all variation orders and internal change impact
  Defining,  committing  and  implementing  the  project  railway  safety  policy  and  plan  and  obtain 
railway approval
  Deploying  a  cooperative  approach  with  other  sub-systems  and  functions  on  the  project  in  the 
spirit of Alstom values
Candidate Requirements
Educational Requirements
Electro-mechanical Engineer
Desired Knowledge / Experience
Railway infrastructure Installation and Project Management experiences
Minimum 5 years with internal experience as project manager or system manager on large scale 
integration projects or as program controller for complex projects.
Project Management knowledge: experienced in negotiation with client, program control, physical progress 
measurement, installation and deployment of electrification projects.
Behavioural Skills / Competencies 
  Leadership, initiative and decision minded
  Result oriented
  Team spirit approach and good communication skills
  At ease in multi-cultural environment
Technical Skills & Competencies 
  Experience in PM on large EPC project
  Experience of railway projects
  Understanding of the traction and auxiliary energy distribution system
