Overview

 

Provide support and assistance to the Commercial Manger and/or Lead Quantity Surveyor to optimise margin on a project whilst protecting the project from commercial risk and maintaining a high standard in all areas in accordance with Alstom Policies and Procedures.

 

Management of Client & Supplier Accounts:

  • Administer the client payment cycle up to and including Final Account including the Project Change Account to maximise income, achieve required margin and best possible cash flow position. 
  • Proactively administer Sub-contract accounts from project start up through to final account.
    Accurately report sub-contract liabilities.
  • Make sub-contract payments and issue notices strictly in accordance with contractual and legal requirements.


Commercial & Contract Guidance:

  • Interpret and contribute to enhancing the Project Team’s knowledge of contract conditions which deal with key provisions including the rights and obligations of the parties
    Record Keeping:
  • Establish contemporaneous records which are in compliance with project systems.
  • Provide records which identify progress, delays and controlled change management, contributing to event registers and entitlement documentation, so that timely actions can be completed.
  • Collect elemental costs and measurement information.
     

Internal Reporting:

  • Participate in the production of Monthly Project Reviews and Work Package Management Reviews, clearly identifying cost saving opportunities.
     

Contract Documentation:

  • Explanatory assessment of specific contract review documentation produced during the tender and estimating process.


Financial Targets & Budgets:

  • Provide support which aligns with the commercial management strategy.
  • Support, Relationships & Procedures:
  • Provide support and advice to the Commercial Managers and Project Teams on specified commercial topics.
  • Develop beneficial relationships with the Client, within Project Teams, with sub-contractors and suppliers. 
  • Review Commercial processes and procedures to ensure they enhance Alstom’s commitment to continuous improvement.


Commercial Representation & Dispute Avoidance:

  • Represent the Commercial team at Project and client meetings
    Negotiate settlement of project sub-contract accounts in order to achieve early resolution and escalate within Alstom when necessary
    Management of Staff:
  • Contribute to the expansion of best practice within the commercial team
    Training & Development of Staff:
  • Contribute to staff reviews to identify their training and development needs and support their improved performance.
     

EHS:

  • To comply with, undertake and promote all relevant Environment, Health & Safety measures, responsibilities and activities.
  • Attend regular safety briefings and contribute to company initiatives, logging close calls and safety conversations
     

Educational Requirements-

 

Mandatory:

Educated to graduate entry degree level requirements or equivalent

Desirable:

Graduate or Affiliate membership recognition by a Quantity Surveying institution, working towards a higher-level professional qualification and maintaining required professional logs / records
Up to date Continuing Professional Development records
 

Experience-

Mandatory: 

Experience working in contracting commercial department.
Able to provide guidance on Quantification, costing of construction works and task elemental cost analysis.
Working knowledge of Planning and the use of programmes in the management of construction works.
Appreciation of tendering and pre-contract cost analysis

Able to provide guidance on the determination of scope of work through the interpretation of the contract documents
Appreciation of risk identification, the use risk registers and how risk is managed.

Working knowledge of construction industry standard forms of contract and commercial terms.
Appreciation of conflict avoidance, management and dispute resolution procedures.
 

Desirable:
Appreciation of accounting concepts.

Working on Target Cost or Design and Construct contracts
Appreciation of Health, Safety and Sustainability matters relative to the industry.

 

Competencies & Skills:

Good interpersonal skills
Able to communicate clearly within Project peer groups.
Capable of working under pressure and to deadlines.
Developing organisation and planning skills.
