  • Define and Deploy Supplier Quality Assurance requirements in "serial" execution of project including
    • Responsible for Supplier Quality Assurance policy deployment
    • Management of incoming inspection activities of purchased parts
    • Manage Supplier NCR process for external Supplier’s and Zero-kilometer NCR’s including containment, corrective actions and Cost of Non-Quality (CONQ) management
  • Manage Supplier performance in Serial life to reach region/cluster/site quality targets
  • Coordination of project supplier quality activities when required

The Supplier Quality Manager Site ensures the compliance of purchased products and parts delivered to the ALSTOM facilities. He / She manages the team of Incoming Inspectors to ensure consistent, accurate and on-time completion of incoming inspection activities. He/she also manages the team of Serial SQ Engineers to ensure reactive and comprehensive supplier non-conformity feedback, containment and corrective actions are implemented quickly to secure the supply of parts to the line.

 

Accountabilities & Authorities:

  • Incoming Inspection Management:
    • Collaborate with SPQD and Incoming Inspectors to ensure Control Plans are defined and registered in the ERP system
    • Ensure inspection instructions/ checklists are defined and available for Incoming Inspectors
    • Establish and manage the process for maintaining and storing records at Incoming Inspection
    • Ensure Incoming Inspectors comply with procedures for inspection, tool calibration, storage of records, Non-conformities characterization and ERP transactions.
    • Initiate outside special process inspections or outside lab testing when required
    • Ensure control plans modified when Non-conformities are detected at incoming and on the production line

 

  • Supplier Nonconformity Management - Ensure site SQ Serial Team’s reactivity and efficiency to:
    • Secure in a timely manner strong and complete supplier containment actions plan to secure the Manufacturing line
    • Ensure complete and efficient Supplier’s rootcause analysis and corrective actions to supplier’s Non-conformities
    • Establish supplier responsibility and assure the invoicing of Cost of Non-Quality to suppliers (CONQ)
    • Organize supplier retrofits and remedial actions, including storing of vendor work reports and validations
    • Challenge suppliers to react quickly and correctly identify and rectify root causes of nonconformities to prevent recurrence
    • Ensure effective Supplier’s waivers management for the Site
  • Team Management:
    • Ensure daily meetings and routines to set priorities and manage daily workload
    • Manage hierarchically the SQ Serial, Incoming Inspection and Supplier Quality Project teams.
    • Accountable of the performance management cycle of his/her team.
    • Elaborate the yearly training plan for his/her team and proposes the qualifications.
    • Prepare and provide the Site SQ Serial reporting based on defined KPI’s and animate teams and suppliers to reach assigned targets
    • Prepare and manage his/her budget in term of internal resources, external contractors & business travels.

 

 

 

  • Supplier Quality Performances
    • Prepare Reports and supplier Quality Reviews for top level management on top quality issues and action plans including managing the red, yellow status of suppliers with ongoing quality issues
    • Set Suppliers Quality Commitments in accordance with Alstom Procurement objectives
    • Ensure proper Supplier Quality risk management and deploy dedicated mitigation plans
    • Monitor and assess suppliers on overall improvement plans  
    • Maintain and publish KPIs and identify opportunities for performance improvement
    • In relationship with Regional and Global SQ Serial Organization, inform Sourcing, Industrial and Engineering/Project entities about the main issues.
    • Increment and lead Return of Experience activities on his/her scope of work

 

  • Project Supplier Quality Activities Management (as required):
    • Ensure the performance of source inspections for low critical purchased parts (non-Supplier Part List components)
    • When required, ensure the coordination of Project Supplier Quality activities for major Projects, including the setting up and maintain of Supplier Part List, priorization and coordination of FAI’s activities performed by SPQD Teams, ensuring regular communication of Project Supplier Quality activities to the Project Team
    • Establish routines with SPQDs for the weekly status reporting on FAIs
    • Provide the Project Supplier Quality and Serial SQ reporting and consolidates the results versus the budget

 

  • Contribute to site quality continuous improvement program
    • Prepare and participate in Process reviews, internal/external audits and APSYS roadmap
    • Contribute to Quality Assurance Plan (QAP) in collaboration of SPQD central teams
    • Propose good practices
    • Ensure the strong integration of Return of Experience (REX) to the SPQD teams for next projects. 
    • Contribute to Continuous Improvement activities including internal/external audits, root cause investigations, and internal training programs

 

Performance measurements:

  • Measurement of Supplier Performance (Non-conformities quantity/trend, areas of detection, red/yellow status management)
  • Complete inspections within allocated target lead time and ensure priority inspections are completed on time
  • Monitor Cost of Non-Quality from Suppliers (CONQ) recovery

 

Educational Requirements

Mandatory:

  • Bachelor’s degree in quality, technical major or Engineering or equivalent.
  • Familiar with supplier qualifications standards (ISO, ASME, IRIS, Local Standards, etc.)
  • Ease with suppliers’ contracts, competence skills and budget management.
  • Fluent in English.

Desirable:

  • Master’s degree in Quality or Engineering or equivalent.
  • Management experience in Supplier Quality
  • Railway experience a "plus".
  • Familiar with a variety of measurement equipment.

 

Experience

Mandatory:

  • Min 5 years' experience within manufacturing industry or in Quality role
  • Experience managing supplier relationships
  • Experience using SAP or similar computer applications
  • Demonstrated experience in Quality Wall, Quality Basics, P-FMEA and Control Plan management

 

Desirable:

  • Quality inspection experience within manufacturing industry.
  • Experience with typical products used and their defect modes
  • Experience in Quality / audit are valued
