PURPOSE OF THE JOB

Manage the technical ITC scope of bids ensuring the delivery of an accurate and competitive proposal in line with the standard solution and commercial strategy.

 

MAIN RESPONSABILITIES 

  • Provide to the Bid Manager the estimate of ITC (Installation, Test & Commissioning) effort needed for the bid preparation
  • Analyze, with the support of System Application Architect(s), BTM and Sales Manager, the potential gaps between the customer's specification and standard solutions and products and support Bid Manager and Tender Leader in defining the most suitable compliance strategy
  • Prepare the ITC schedule for the project, review with the other stakeholders, mapping the critical inputs and responsible entities.
  • Build the ITC Strategy document for the bid along the Hours and ODC estimate, using a standard Excel template and consolidated metrics.
  • Propose a RASCI to define roles and responsibilities of the Core Team project organization upon contract award. This RASCI will be the basis to set properly.
  • Define a Interface Control Matrix in Turn Key projects defining how to manage the interfaces with other subsystems apart from Signaling.
  • Review and contribute for the cutover plans in brownfield projects.
  • Perform requirements compliance analysis and/or clause-by-clause of technical bid documents in DOORS
  • Consolidate the ITC technical assumptions applicable to the bid
  • Attend the Technical Design Review map the gaps and list them at the bid estimate file and bid ROP.
  • Prepare ITC the technical documentation to be delivered with the bid
  • Ensure a smooth handover with the ITC Manager in case of contract award
  • Provide Tender documentation as per: T&C schedule, T&C requirements and specifications, preliminary T&C  strategy including deployment of migration plan if any, etc.
  • Analyze T&C partner / subcontractor offer and participate to T&C partner / subcontractor negotiation if required. 
  • Participate to the TTM meeting (for Win’s offer) reflecting the contract as concluded and contribute to identify any risks and gaps from the original T&C commitments.
  • Create and maintain a T&C quotation database with cost drivers to optimize the job.

 

 MAIN REQUIRED COMPETENCES

  • Bachelor’s Degree of Science in Engineering, Computer Science or related scientific fields/subjects.    
  • Master in Business Administration and/or Master in Project Management is preferred.
  • At least 6 years of experience in Installation, Test & Commissioning activities and projects. 
  • Engineering background including project deployment full lifecycle view
  • Hands-on experience on functional or hierarchical team management
  • Cost and planning control experience in engineering scope
  • Products and services knowledge on different market segments (Urban, Mainline, F&M and Services)
  • Engineering product development full lifecycle view
