Could you be the full-time hybrid Project Procurement Manager in Ottawa we’re looking for?
 
 

Purpose of the job: 

  • Secure that suppliers QCD (Quality Cost Delivery) performances are in line with objectives for defined project(s).
  • Work package owner for the project
  • Main interface between project & procurement

 

Your future role
We’ll look to you to:

Manage the sourcing activity of the Project

    • Ensure that the overall QCD target of the Work Package material under their responsibility is met
    • Participate to the project management committee
    • Encompass Supply Chain output in the overall picture of the project
    • Promoting the Alstom Code of Ethics and adhering to the highest standards of ethical conduct.

Communicate project needs and ensures they are properly taken into account

    • Organise launch meeting toward Train, Infrastructure and Signalling Systems and Domains
    • Challenge new gaps compared to tender commitments, incorporates Return on Experience, escalate if any critical delay is occurring in specification availability, facilitates co-operation between Engineering and Sourcing, ask for arbitration in case of conflict
    • Publish the specific legal requirements to be taken into account in negotiation, after analysis of the customer specific demand and after decision with the Project Management to flow down (or not) these requirements to the suppliers

 

Define and implement the Project Sourcing Strategy in full respect of QCD commitments

    • Establish and agree with the PM on a Project Sourcing Strategy (if not done at Tender stage), in line Platform Sourcing strategy (panel, Life Cycle Cost objectives, dual sources...)
    • Animates supplier selection through Business Award process, asks for arbitration when relevant
    • Based on Sub-System Manager, buyer, Supplier Product Quality Development output, supervises contracts execution of selected suppliers until First Article Inspection milestone

 

Manage the Material Work Package

    • Review periodically the QCD material scope (Work packages) with the stakeholders, establish a robust “at completion” vision, taken into account risks, ambitions and incertitudes
    • Establish bridge analysis at each Sector Project Review cycle
    • Engage the claim process for the Cost of Non Quality incidents

 

Leads cost improvement plans

    • Challenge stakeholders (project, engineering, buyers,...) to allow collection of cost optimization proposals in addition of the plan of the Project Sourcing Strategy
    • Ensures actions are documented and saving calculated in a total cost of ownership base
    • Organise decision over the proposed actions and allow arbitration at Project Management or at Platform level if any conflict is persisting on major opportunities

 

Report / KPI

    • Prepares Project Management/Site  Procurement Director review based on standards KPIs
    • Organise Sector Project Review preparation and request validation to Platform Sourcing Director
    • At significant project progress, formalise return of Experience to the Reference Library and further Tenders

  • Bachelor's degree (B. A.) in Purchasing or equivalent (Project Management, Business, etc.), or equivalent combination of education and experience  
  • 5+ years or more of related experience in Procurement
  • Experienced individual contributor role

This role will be based in Ottawa, ON .
Travel is expected 20% of the time

Salary: $90,000–$105,000 annually. Eligible for a discretionary performance‑based bonus of up to 4%.
