You'll contribute to shaping the future of transportation by developing bid strategies and proposals that not only meet but exceed customer expectations in the realm of Operations & Maintenance services. Day-to-day, you’ll work closely with teams across the business (Engineering, Procurement, Finance), analyze complex RFQs and RFPs, and much more.
The Bid Technical Manager is responsible for developing bid strategies, conducting analysis, managing costing, and preparing proposals for various O&M services. It is a strategic role for Alstom and our ability to grow the Services Americas business. This role requires a deep understanding of customer requirements and the ability to translate them into competitive bidding solutions.
We’ll look to you for:
- Defining and supporting bid strategies and deliverables for Operations and Maintenance services, including Vehicle Maintenance, Way Maintenance, Signaling, Track Maintenance, and overhauls.
- Developing solutions that meet customer requirements at a competitive price with executable assumptions.
- Analyzing RFQ (Request for qualification) and RFP (Request for proposal) requirements for Transit Operation & Maintenance and creating compliance matrices for technical proposals.
- Providing financial inputs related to Operations & Maintenance scope, including labor, outsourced services, and materials.
- Assessing RFP performance KPIs, proposing compliance strategies, and mitigating associated risks
- Defining asset renewal strategies for long-term contracts to optimize lifecycle costs.
- Conducting technical risk analysis and developing action plans for risk mitigation.
- Documenting bid assumptions, strategies, and proposals, including operational maintenance plans.
- Creating mobilization plans addressing hiring, training, IT infrastructure, and site implementation.
- Establishing labor costing assumptions with HR, considering rates, benefits, and labor laws.
- Analyzing operational models and validating fleet requirements for bid compliance.
- Supporting the technical team in energy model production and collaborating with Procurement on material strategies.
- Ensuring compliance of preselected subcontractors with RFP requirements.
- Supporting technical, commercial, and pricing proposal activities by gathering information from various sites.
- Developing and enforcing systems, policies, procedures, and productivity standards.
- Maintaining quality service by enforcing standards and recommending improvements.
- Collaborating with partners for system definitions in PPP or complex projects to ensure Alstom's interests.
- Identifying innovative proposals to enhance tender offerings and exploring technological advancements for cost reduction.

- Bachelor’s Degree in Business Administration, Engineering, Commerce, or related fields.
- Minimum of 2 years of relevant experience
- Working experience in transportation operations and/or maintenance.

- Results-focused with strong collaboration and teamwork capabilities.
- High integrity and strong interpersonal, communication, and leadership skills.
- Excellent problem-solving, decision-making abilities, and adaptability.
- Ability to provide accurate information within tight deadlines.

Technical Skills / Knowledge / Experience:
- Strong experience in Operations and Maintenance and Asset Life Management.
- Knowledge of train systems nomenclature and maintenance activities in various domains like train maintenance, track maintenance, infrastructure maintenance, etc.
- Proven bid experience in large-scale, complex tenders.
- Strong analytical skills and knowledge of rail operational rules.
- Familiarity with labor rules, maintenance planning, and incident management.
- Excellent documentation, bid writing, and budget management skills.
- Proficient in Microsoft Word, Excel, PowerPoint; MCM or MACO expertise is a plus.
- Experience in PPP projects is an asset.
