Alstom is the biggest supplier of trains in Norway with roots going back 100 years. Approximately 1/3 of Norway’s total fleet of passenger trains (approx. 250 trains) are produced by Alstom. The enrolment of Alstom’s onboard ERTMS system on approximately 380 trains by 2026 will contribute to making the Norwegian railway network more efficient and reliable, reducing delays for passengers and freight services while guaranteeing the highest levels of safety
We are looking for a Certification and Authorisation Manager to be based in Oslo.
Your future role with ALSTOM

As a Certification and Authorisation Manager, you will be responsible for the coordination of the activities required to achieve the approvals and the authorizations to place into service the Alstom onboard sub-system on the different classes of trains.
We’ll look to you for:
- Actively participate in the review and elaboration of the Certification and Authorisation plan for the ALSTOM On-Board Control-Command Subsystem
- Coordinate all activities between the different internal and external stakeholders of the Authorisation process to achieve the QCD (Quality-Cost-Delay) objectives: ie ALSTOM project teams, ISA, NoBo, DeBos; AsBos; BaneNor, Railways Undertakings, NSA etc
- Manage the scope of assessment: analysis of the assessment objective together with the engineers of the ALSTOM ETCS TIS Regional centre as well as the rolling stock centres
- Act as the prime interface with Customers, National assessors and National Safety Authorities on these subjects
- Ensure the most efficient process possible to obtain the authorisation for the different classes of trains
- Monitor and track the open points with the relevant stakeholders in a timely manner until the closure
You will Coordinate with the support of the Project Certification & Authorization Engineer:
- Planning of activities: based on existing standards, regulations and experience from previous or similar projects, development of a work plan for the activities
- Prepare the procurement of assessment services: the creation of call for tender documents based on the defined scope of assessment, conducting the tender process, evaluation of tenders, contract drafting and negotiations with assessors in collaboration with the purchasing department
- Monitor the development of evidence: conducting regular workshops with ALSTOM's various departments and sub-contractors regarding the status of design, tests, assessments and compilation of documents
- Organization of the assessment process: regular status meetings with assessors (Notified Bodies, Designated Bodies, etc.), organization of required input documents, review and approval of assessments
- Compilation of Certification and Authorisation dossiers: definition of the content, compliance to formal requirements, filing the official Certification and Authorisation requests and formal submission of Certification and Authorisation dossiers with national authorities
- Organization of translation reviews: forecast of translation workload and organization of translation reviews
- Status reports for Certification and Authorisation: weekly update of status reports; preparation of status reports for the management of the individual
The production of the following documents:
- Certification and Authorisation plan: description of content and procedure of Certification and Authorisation processes, planning of activities, description of the assessments process
- List of Documents (LoD): table of all relevant evidence, used as a work plan and for status reports
- Action Lists: table of activities and risks, with responsibilities, deadlines and commenting on status
- Vehicle dossier: structured compilation of assessments
- Certification and Authorisation dossier (HD): compilation of documents relevant for Certification and Authorisation for submission to authorities

- Engineering degree (Bachelor or Master) with specific training/experience in the fields of automatics, IT, electronics, or other well-suited degree/background
- At least 5 years of relevant work experience in required fields
- Knowledge of railway signalling systems is required
- Fluent in any of the Scandinavian languages and English
