Manages Bids and Proposal activities of organization by performing the following duties personally or through subordinate supervisors.  Project Management - Develops proposal plans; Coordinates proposals; Communicates changes and progress; Completes proposals on time and budget; Manages proposal team activities.  Planning/Organizing - Prioritizes and plans work activities; Uses time efficiently; Plans for additional resources; Sets goals and objectives; Organizes or schedules other people and their tasks; Develops realistic action plans.  Oral Communication - Speaks clearly and persuasively in positive or negative situations; Listens and gets clarification; Responds well to questions; Demonstrates group presentation skills; Participates in meetings.  Written Communication - Writes clearly and informatively; Edits work for spelling and grammar; Varies writing style to meet needs; Presents numerical data effectively; Able to read and interpret written information.

 

Mission

Responsibilities and Accountabilities

Directly supervises varied employees in the Bids & Proposals. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

 

  • Develops and implements strategic Proposal plans to accommodate corporate goals.
  • Reviews market analyses to determine customer needs, price schedules, and discount rates.
  • Directs staffing, training, and performance evaluations to develop and control Bids and Proposal program.
  • Represents Company at client meetings.
  • Delivers presentations to key clients in coordination with sales representatives.
  • Meets with key clients, assisting sales representative with maintaining relationships and negotiating and closing deals.
  • Coordinates liaison between Proposal department and other related units.
  • Analyzes and controls expenditures of division to conform to budgetary requirements.
  • Assists other departments within organization to prepare Presentations.
  • Prepares periodic Proposal activity report.
  • Monitors and evaluates the activities and products of the competition.

Educational Requirements

Master's degree (M. A.) or equivalent; or equivalent combination of education and experience.

 

Experience (Essential Functions)

Four to ten years related experience and/or training.

Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

 

Computer Skills                                              

To perform this job successfully, an individual should have knowledge of Graphic Design Development software; Project Management software; Spreadsheet software and Word Processing software.
