Purpose of the job:

  • Have overall responsibility for managing Environment Health & Safety (EHS) improvement activities to achieve excellence at Country level.
  • Work with site/project EHS, Cluster Managing Director ro improve plans to achieve sustainable EHS excellence by ensuring and providing a safe and healthy environment to our people and contractors
  • Protect Alstom assets and reduce risks of business interruption resulting from fire and natural catastrophes

Key accountabilities:

Support Country Management in achieving EHS results

  • Deploy EHS objectives, initiate and develop programs in the Country in line with Transport Strategy.
  • Be the Country EHS contact for Country's agreement with social partners and local authorities
  • Coordinate the review and approval of EHS Risk Assessments and Method statements.
  • Ensure that Accidents/Incidents are first prevented, and when occurring, reported, recorded, investigated and analysed. Support local Sites to establish REX reports in case of severe or potentially severe accidents. Ensure all potentially severe events are captured and investigated.
  • Has full authority and must stop any operational activity resulting in an immediate high risk to People and/or the Environment

Lead the EHS network in the Country

  • Support EHS staffing of new projects in his/her Country
  • Conduct induction programs for new EHS people in the Country
  • Monitor, assist, coach, assess, and develop the EHS communities in the Country
  • Align EHS communities on objectives and programs.
  • Provides technical support and guidance to site team.
  • Supporting project execution process end-to-end for all projects/sites operated in his/her Country and deploy EHS standards

Develop EHS Management system and EHS Standardization

  • Ensure that in in the Country, EHS Management System in line with Alstom EHS processes, local legal requirements and international standards (ISO 14001, OHSAS 18001) are implemented and maintained.
  • Support standardization and consistency of EHS processes across the Country, support EHS process integration and implementation.
  • Localize Alstom & Transport documentation/learning program when relevant

Compliance

  • Ensure legal watch is organized at country level
  • Monitor compliance to all relevant country statutory, regulatory, contractual and company requirements.

Develop  EHS culture in the country

  • Influence EHS performance: facilitate change and EHS continuous improvement.
  • Develop EHS understanding and competencies of key operational employees. Deploy learning and development programs.
  • Build communication plan about EHS.
  • Ensure social and medical partners are involved and communicate with them about EHS. Support site teams when needed.

Report, Measure and Review

  • Be recognized as an Alstom auditor and contributes to the delivery of the Group & Transport audit program (ex AZDP).
  • Visit regularly manufacturing sites, project sites and offices to identify EHS risks and issues.
  • Monitor and analyse EHS performance, ensure standard reporting is delivered & accurate, and deliver EHS Management reports.

 

Performance measurements:

  • IFR 1 & IFR 2  (Injury Frequency Rate)
  • Fatality / severe accidents
  • Safety Observation Visit number
  • Health and wellbeing (Occupational diseases, ergonomic)
  • Environment (Energy, water, waste, TOPE, VOC) 

 

Educational Requirements

Mandatory:

  • University Engineer or Business Degree
  • Recognized Health and Safety Qualification to Diploma or Degree level
  • Environmental Qualification to Diploma or Degree level

 

Desirable:

  • Degree level Environmental Qualification to Diploma or Degree level
  • Six Sigma training and or certifications Green or Black Belt.

 

Experience

Mandatory:

  • Significant experience (3-5 years) in EHS function in an industrial environment and/or construction  environment in the Country
  • Good knowledge and understanding of ISO14001, OHSAS 18011 & LEED certifications
  • Good knowledge of EHS regulations applicable within the country

 

Desirable:

  • Experience of railway is a plus
  • Ideally has also operational experience outside EHS
