Your future role
Help shape the future of Victoria’s rail industry as part of the Suburban Rail Loop Project. We’re seeking an experienced Local Content Manager to lead local content strategy, industry development initiatives, workforce development and compliance for one of the state’s most significant transport and urban planning projects.
Day-to-day, you’ll work closely with teams across the business and alliance partners (commercial, human resources, procurement, and government stakeholders), oversee the aggregation of data for compliance and performance monitoring, and lead engagement with key partners to foster innovation, create jobs and workforce development, supply chain development opportunities, and much more.
A little about the project
A $8.8 billion contract for Melbourne’s Suburban Rail Loop East includes a $1.8 billion scope for Alstom to deliver 13 automated Metropolis trains, 15 years of maintenance, CBTC signalling, cybersecurity and communications systems, platform screen doors, and full system integration. The new fleet will be manufactured locally at Alstom’s Dandenong facility, supporting local manufacturing and contributing to one of Victoria’s most significant transport infrastructure projects.
We’ll look to you to:
- Manage and lead relationships with local content representatives of each Alliance member to deliver local content activities.
- Lead the development and implemention of strategies and plans to ensure the Alliance meets all local content commitments and targets.
- Lead initiatives that advance the rolling stock and rail signalling industry, including those focused on job creation, workforce development, priority cohorts, and social procurement outcomes.
- Ensure Alliance-wide compliance with relevant local content government policy and regulatory frameworks (i.e., Victorian Local Jobs First Policy etc.)
- Own and lead supply chain mapping to identify capability gaps and industry development opportunities.
- Establish and manage key stakeholder relationships to support local content and workforce development objectives.
- Supporting relevant working groups related to outcomes of the Local Industry Development Plan (LIDP).

You are a collaborative leader with a strong understanding of local content frameworks, major projects, and supply chain development. You can translate policy into practice and bring together a wide range of stakeholders to achieve tangible results.
We’ve listed some skills that we think will help you succeed and grow in this role:
- A tertiary qualification in a relevant field (e.g. engineering, business, project management.)
- Experience delivering and managing local content initiatives on major projects.
- Knowledge of compliance and reporting processes, particularly in relation to government policies and frameworks.
- Familiarity with stakeholder engagement and collaboration with strategic partners, including R&D, innovation, and export opportunities.
- A problem-solving mindset with a focus on achieving targets and obligations.
- People management experience.
