We are currently looking for a


Bid Manager for our Signalling team located in Mannheim, Germany.



  • Manage the Tender Quality Costs Delivery Performance (QCDP) commitment for non-critical or low critical bids.
  • Deliver a winning proposal, with a defined scope, accurate QCDP commitments, in a timely manner and within the defined tender budget.
  • To prepare, lead and manage all costing and pricing aspects of a tender within the tender team, with the support of Finance Tender Manager on all financial aspects (from Business Opportunity Review up to Tender Transfer Meeting)
  • The position is a mix of both Bid and Bid Costing Manager, and will require agility and flexibility to manage several tasks in parallel
  • Work in close relationship with Tender Leader and the full tender team including Sub-System bid managers
  • Manage the budget according to Tender Costs Authorization Process
  • Manage the tender team
  • Define the bid operational strategy
  • Propose the offered solution
  • Manage QCD optimization (in liaise with Bid Costing Manager if any) and obtain clear commitments from different actors
  • Prepare risks & opportunities reviews
  • Prepare the documentation necessary to submit to Customer
  • Keep records of all documentation produced for tender preparation (RFP, Q&A, Presentations, letters, contract …) and traceability until contract signature
  • Participate to the contract negotiations
  • Attend Customer negotiation meetings
  • Verify feasibility of evolutions requested versus the offered and approved reference
  • Update QCD data and obtain revised QCD commitments from different units, validate QCD commitment for each release of the tender
  • Ensure that all Customer questions have been answered, in line with commercial strategy
  • Review of the final contract documents before contract signature
  • Contribute to REX through the Win-Loss Analysis in liaison with Tender Leader and Market Pricing & Strategy
  • Support Project Manager (PM) in Project Review (CPR 0) preparation
  • Lead cost estimation activities based on target cost approach with all participating units and métiers
  • Lead cost improvement actions to reach tender cost /target price using all competitiveness levers, and challenge the contributors    
  • Collaborative work with Finance Tender manager team to calculate “other costs” (bonds, financing, hedging, insurance, taxes, etc)
  • Consolidate tender costs commitment as per financial rules (in Mercury, Maco)
  • Control the level of robustness of the costs (consistency between scope of work, costing received and planning )
  • Prepare the Costing package for TRM (Tender Review Meeting) (cost analysis/bridges, standard report, cash curve, etc), and support the tender leader on the preparation of the pricing sheet for the customer



  • Relevant academic background, Master of Science in Engineering or systems science or equivalent experience.
  • Project/Bid Management background especially on costing, planning & risk management
  • Basic knowledge of offered products and systems
  • Sufficient knowledge of financial, contractual and legal aspects to be able to interface with internal relevant parties, and assess impacts on costing
  • High capability to manage efficient team working to produce the tender deliverables within a limited time period and under stressful conditions
  • Ability to analyze and challenge contributor's commitments
  • Ability to define cost impact of terms & conditions
  • Experience in Value analysis, Product cost and Cost models
  • Rigor and good analytical skills
  • Fluent in German and English is mandatory
  • Minimum 5 years of working experience
  • Sense of anticipation
  • Negotiation skills; Customer oriented
  • Ability to work in network (with Bid manager, Tender leader, other contributors…)
  • Good communication skill (presentations, synthesis, relationship with contributors ...)
  • Comfortable in an international and a multi-cultural environment
  • Ability to deliver on-time
