Could you be the full-time Power Supply Test & Commissioning (T&C) Manager in Ortigas, Philippines we’re looking for?
Your future role (Key responsibilities): Implementation of the necessary organization to enable the testing and commissioning works achievement in the optimal conditions: performances, costs, quality and health and safety.
- The Testing and Commissioning Engineer reports directly to the Power Supply T&C Manager and is in charge of making sure that the installed equipment is tested in conformity with the test plan and procedures, in compliance with the contractual obligations, the Quality Assurance / Quality Control (QA/QC) system, the Time Schedule in place and the allocated budget.
- He/ She participates to the POS subsystem core team meeting and report – weekly / monthly - on progress and Quality Cost Delivery (QCD) KPI. He/ She reports to the Project Manager and/or Power Supply T&C Manager of all major events and decisions, which can have a major impact on the Site activity, and/or the general progress of the project. He/ She proposes the relevant measures of conservation.
- His/ Her duties include also the necessity to coordinate on all technical aspects with the Installation Manager and Engineering teams.
- He/ She elaborates the Testing & Commissioning program and the Permit to work system with the relevant departments and actors. He/ She defines the tests chain for the whole project, taking into account each partner.
- The T&C Engineer is required to organize his/her tasks, in a competent and consistent way, so that all key activities are properly controlled. He/ She makes sure the drawings, procedures and documents used for testing have the status “Good For Execution”.
- He/ She determines the organization of his testing team and ensure their management. He/ She makes sure that the team members have the required abilities. He/ She manages the people in term of assessment, skills, training, team spirit, etc.
- He/ She determines the required testing equipment materials and instruments, enduring that the equipment used to execute the tests is conforming to the local legislation and checking the presence and validity of the certificates (checking reports, gauging) of the equipment, instrument’s and tools used for the tests. He/ She checks also that the follow-up of the measuring equipment, used during the tests, is made according to the quality clauses of the contract.
- He/ She ensures the general supervision of the resources or subcontractor(s) designated for the works by controlling means and resources sufficiency (quantity, quality) & planning of works, taking care of the respect of the contractual terms and targets fixed to the Subcontractors, leading regular and formal Meetings (weekly and monthly) with the teams and Subcontractor(s), based on the form provided in the approved Site Quality Plan, monitoring the progress of the Subcontractor and approve or not the completion of the works.
- The T&C Engineer is responsible for effective utilization of manpower and the onsite Quality Plan & HSE Plan implementation.
Delivery
- Weekly progress report + 3 weeks look ahead schedule
- Installation ITP (Inspection & Test Plan) and ITP linked to the follow up of the subcontractors
- Monthly Cost Time schedule including sales valorization
- Testing Method Statements including the template of the Quality Control Inspection Form.
- Weekly Quality report based on the NCR analysis, the Quality Control reports and the identified pending points list
- Weekly Hourly report of the T&C team.
- Follow-up and analysis of the equipment and the tools (Maintenance, certification, …) and material consumption.
Skills Requirements :
- Electrical and Testing & Commissioning degree.
- Minimum 8-10 years, as Testing and commissioning Engineer in railway field.
- Validated experience in electrical power system distribution Testing Management.
- Good knowledge of the traction and auxiliary energy distribution system, in terms of installation, testing and electrical protections setting.
- Good knowledge of electrical HV network and substations, in terms of installation, testing and electrical protections setting.
- Good knowledge of electrical protections and monitoring systems.
- Leadership, initiative and decision minded.
- Team spirit approach and good communication skills.
- Mobility.
