PURPOSE OF THE JOB
    Plan and manage all Test & Commissioning activities for the project in support to the Project Manager ensuring application of the project’s strategy (including QCD commitment) and compliance with métier strategy, policies, standards, local regulations and professional standards
    Manage the T&C team 
    Collaborate with the V&V manager to define the V&V strategy to be applied in lab and on field

MAIN RESPONSABILITIES  
Key Accountabilities

    Responsible of the QCD commitment of the T&C Work Package
    Pro-actively manages the internal interfaces with Project Engineering, Industrial and Warranty, and the external interfaces with Partners, third parties and Customers.
    Deploys T&C process on the field and make sure it is applied by the T&C team within the project
    Pro-actively manages internal interfaces with project engineering, installation and external technical interfaces with Partners, Third Parties and Customers for T&C activities
    Delivers T&C plans, procedures, method statements and coordinates staffing and training of the T&C team.
    Prepares and manages Test & Commissioning works on field – Material and tools, documentation, people, access, logistics…
    Ensures the EHS compliance (Zero deviation), reports and anticipates issues 
    Manages the T&C team:
o    Ensures EHS on field with guidance and support from the Project team member in charge of Project EHS coordination
o    Trains and supports people in T&C activities
o    Participates to Subsystem Leader, Engineer and Technician assessment of competency
    Manages the tools and organize accurate calibration
    Anticipates issues and reports / alerts on a regular basis to the RC TCM and to the PM on progress, issues and risks on the project (EHS, T&C work, System delivery…)
    Ensures that all design related issues are correctly reported in the adequate tools, including the defect description and associated test context
    Monitors/manages QCD performance delivery (including EHS and Railway safety) of the work package T&C as per customer and solution / system requirements
    Issues the REX on T&C activities, and propose update / improvement of the T&C way of working / process / tools and the T&C Reference Library to optimize T&C performance

 MAIN REQUIRED COMPETENCES
Educational Requirements
Mandatory: 
    Bachelor's degree in engineering or related field (preferably electronics or embedded systems) or equivalent experience. 
    Good knowledge of English language (read, written, spoken)    Desirable:
    Any other additional language is an asset
Experience 
Mandatory: 
    Multiple years of experience in T&C or V&V activities for signaling projects
    Experience of management by Quality, Cost and Delivery objectives
    Deep knowledge of multiple subsystems + system global view
    Interface with customer or partners and internally V&V, Design, Installation stakeholders
    Desirable:
    Previous team management experiences
    Knowledge of ALSTOM rules and processes
    Quality, EHS and Railway safety knowledge

Specific for LAX project:

1) The PrCOM will work in the role of One-site team manager. He/she will be accountable for the results of Signaling, Vehicle and Non-signaling tests.

2) It should be expected a great level of stress and simultaneous contacts from the customer, Alstom divisions, Project Management, Department Head and Finance Managers.

3) A sound knowledge of Project Management is highly desirable.

4) The day to day will be running the signaling, vehicle and non-signaling test teams though each test lead. Indirectly managing a decentralized team in West Mifflin to manage the execution of the vehicle tests at the LCS Factory. Reporting issues, lookahead, contingency plans to the customers. Attaining to the Alstom and Department governance.

5) Once a month run a schedule review based on the past weeks’ performance, updating alongside Test Leads the lookahead.

6) Due to the size of the work package, once a month is requested to carry on a finance review with the Project Finance Manager to prepare the Quarterly Review. A strict control of hours and ODC (Other Direct Costs) is a must.

7) We expect a team builder, who leads by example. He/she should be able to deliver the scope of the project building a team that will demand a great effort of training and support at the ramp-up. Upon achieving the ideal knowledge, the PrCOM will be accountable to, alongside the Department Head, to develop the resources at the ITC career. Providing them challenges and feedback.

 8) Communicative person, able to speak clearly and classify concisely the issues and problems, bringing ideas and contingency plans to be assessed and validated by the Project Management team. Reports should be created and published in a regular base to allow the organization to act and react accordingly.
