Assistant General Manager Rail Operations (AGMRO) is a direct report to the GM and has the principal responsibility for leading, managing and coordinating the Contractor's performance for all railroad train operations by trains crews‐ locomotive engineers, conductors, and first level managers – road foremen, trainmasters, and closely related staff i.e., crew callers, crew cutting. Limited on‐call work directive are anticipated but may occur relative to operating special trains, planned and unplanned bussing and making other special train moves.

Duties/Responsibilities:

The AGMRO shall work closely and collaboratively with the other Contractor AGMs in particular the AGM Information Technology Systems and the AGM Training Rules Compliance, SCRRA Operations and Dispatch and managers, subcontractors, suppliers, and vendors in developing the annual scope and budget(s) for the train operations and especially for subcontracted bussing and mobility providers.

The AGMRO is the Contractor’s lead in ensuring that train service that service currently at 175 revenue train starts and 60 non‐ revenue train starts will be operated with the highest degree of safety and on time performance (OTP) will be carefully managed and improved to minimize passenger delays and community stakeholder disruption.

Experience with multi‐line commuter operations with operations on a host and tenant.

It is expected that the train operations will be managed to drive the OTP up.

The target is to have trains delayed due to major incidents on the move with a rescue train or safely transfer to busses (preferably provided by the contractor) or mobility managers (Uber, Lyft) within an hour or less from notification of the incident.

The AGMRO shall support the effort to provide Work Directive Proposals specifically for the categories for bussing and other customer related support and response services.

The AGMRO will work closely and collaboratively with the AGM Information Technology and the AGM Procurement/Inventory Support services to achieve a highly efficient, streamlined, easily tracked, and retrieved digital paperless working business environment with the Authority and customer service excellence.

The AGMRO shall have experience working with public agencies preferably commuter railroads that are subject local, state, and federal funding requirements and regulations and must be able to manage budgets and deliver superior service under budgetary constraints.

Required Skills/Abilities:

Strong written and oral communication skills.

Ability to make presentations to Senior Leadership, and occasionally Governing Boards and public stakeholder groups.

Excellent management and leadership skills with managers and labor crafts.

Ability to plan and organize work effectively and timely with strong attention to details.

Proficiency with Microsoft Word, Excel, PowerPoint, and other Microsoft Programs, rail fare collection and customer interface software.

Crew cutting, crew calling, train scheduling software, crew tracking software, customer engagement software.

Knowledgeable with application of new technology especially Positive Train Control to improve safety, and then leveraged to reduce costs improve efficiencies.

Proven Management Experience and Skills managing rail labor and assisting in the management of subcontract, supplier, vendor contracts to achieve, very high safety, high quality customer service and achieve high 90’s OTP thru the analysis of metrics.

Ability and prior proven skills in developing and establishing programs, practices, standards and procedures for passenger safety, rule adherence, operating schedules, and training.
Education and Experience:
-
Bachelor’s Degree in Transportation, or related field—or equivalent experience
-
15 years of broad and deep, progressively responsible Passenger, Commuter Railroad or Class 1 Railroad Commuter Operations with progressively more responsible experience ultimate reaching the Division, or Region Commuter Rail Operations Officer or COO for a commuter railroad or contractor to a commuter railroad. Excellent background covering most facets of planning, budgeting, invoicing, reporting, cost containment on a commuter railroad or Class 1 similar in multi‐ line, host/tenant service complexity and territory and equipment fleet.

Prior experience that demonstrates accomplishments that enhanced efficiency, accuracy, reliability, timeliness and regarded among peers as a Railroad infrastructure maintenance subject matter expert.

Knowledge of FRA, FTA, CPUC and other State and local regulations and practices related to the contracted operations, maintenance, and capital work.
Physical Requirements:

Physically able to conduct inspections and carry equipment used for inspections.

Prolonged periods of sitting at a desk and working on a computer.

Must be able to lift up to 50 pounds at a time.

Must have valid California Driver’s License with good driving record of no more than 2‐points and no DUI’s within the last 3‐years. Pass background check.

Must be able to pass a pre‐employment physical examination including a drug test.

Good understanding of 49 CFR 200 – 299. on start Date

Must be able to work outdoors in all weather conditions
Salary Range:
$108,000.00 to $162,000.00 depending on experience/qualifications.
This position is eligible for Railroad Retirement.
