Project Engineering Quality Engineer

 

Support the Project and engineering project teams at development and for the REX capitalization

 

Reports directly to: Site Engineering Quality Manager and functionally to Project Manager

Internal Network & Links: Engineering local/central team, Platform team, Project team, Industrial, Planning, Engineering quality population: QSRW, RS, PrEM and Engineering project team, Industrial., and Train Sub System for RS/Compo.

External Network & Links: Suppliers, Sub-contractors, Customer

 

Accountabilities & Authorities:

Makes sure that Quality and engineering standards are well known and applied within the project (Product development standards):

            Auditing of the AVVA process and consolidation of relevant reporting to Engineering management

            Support the deployment of the product FMEA: critical Characteristics identification

            Support the Technical Requirements management process

            Alert in case of deviation, manage corrective actions when necessary, propose improvements when relevant

Makes sure that Gate Reviews and Design Reviews are efficiently held (DFQ/Design Reviews):

            Ensure Deliverable Reviews and Design Reviews occur according to AT processes, challenge and check consistency vs Project Risks, ensure that all issues are traced, associated actions are implemented and monitored overall up to closure

            Support the PrEM for the selection of DRs

            Support the preparation of GRs deliverables

            Tender Gate Reviews: Support preparation and participate, “GO/ NO GO” veto right to Technical reviews (GO Concept / GO Spec / DRs)

Manage Quality issues (Problem Solving):

            Support Problem Solving « routines » within the Eng Dept are deployed

            Ensure Problem Solving tools are used to investigate design-related Product defects (eg. Customer Complaints / Revenue service issues/Production issues) and Process/Product REX actions are defined and implemented (Engineering standards, Golden rules DOJO, Engineering Tools)

            Participate to Site REX Meetings and ensure technical REX is known within the engineering team

            Ensure mitigation actions for ENG KPIs (QCD) not at target are defined and closed (#1 priority: modifications)

            Ensure 100% DFQ NOGO root cause analysis is performed and REX is capitalized to secure GO ON Time

Quality System

            Manage Engineering Quality audits

            Support Process reviews

            Support the preparation of QMS audits (eg.  IRIS)

            Create and systematically update Engineering Quality DOJOs

            Ensure Engineering Suppliers Quality (engineering sub-contractors)

            Engineering auditing of Product Suppliers

            Ensure a link between Central and local standards and referential (+ information within the engineering team)

Project Quality

            Support the criticality assessment of sub-systems to ensure right level of safety and quality assurance as well as inspection activities for all identified CTQ

            Ensure the quality of the modifications made during the project

            Ensure that all the REX of all the métiers have been considered in the Risks & Opportunities and closely monitored to prevent occurrence

            Ensure and improve the tender quality during tender phase, participate to the technical tender review milestones

            DFQ GO On time

            Quality Alerts

            DR Open issue list updated

            pre-engineering milestone Go on time and tender GR, Design review on time

            Cost of Non-Quality with Engineering root cause and No Recurrence Engineering issue

            Gaps between métier rules and project execution + alert in case of deviation

 

Educational Requirements 

            MASTER degree in Engineering (electromechanical, electrical, material, mechanical…) or equivalent

            5 to 10 years of experience in managing Quality tools and problem-solving tools.

            Knowledge of railway industry (norms, certifications…) would be an asset

 

Experience 

            >3 years Experience in Project Quality Management or Engineering Quality

            Experience in Quality / audit

            >3 years experience in problem-solving tools

            Fluent in English

            Experience in Engineering
