The Operations Center Supervisor is the primary Site Shift Leader for all activity involving the operation of trains, the movement of passengers, and posture of the wayside system components and personnel.  Is responsible for directing and supervising the Operations Center and personnel.  Is responsible for developing and implementing strategies to ensure that operations are conducted safely, reliably, efficiently and in conformance with existing rules and procedures.  Takes the leadership role in implementing maintenance activities of employees and contractors, directs activities during regular revenue services and during emergencies and special events.

 

Key Responsibilities: 

 

Leadership – Lead a shift of Operations Center and Rapid Reponse Operators and the defacto control of allother personnel and activities within the active system, define and communicate revenue service plans, levels of service, diversion and power distribution strategies, implementation of work permits.  Monitor and measure employees’ performance against performance standards, safety rules, work standards and operating procedures.  Coach and develop employees to provide the appropriate level of quality, quantity and behaviors in their assigned duties. 25%

 

 

Collaborate – Create effective relationships with managers, peers, subordinates and clients by displaying conduct that inspires trust, respect and reflects a shared purpose in achieving organization’s goals. Lead across departments to manage the safe and efficient execution of work areas, work permits and clearances in accordance with existing rules and procedures.   Ensures that communication is effective, provides accurate information to the customer, support personnel and emergency services regarding customer service, emergencies, critical events and special conditions. 25%

 

Plan & Schedule – Develop shift work schedules that effectively and efficiently use resources to support revenue service, maintenance assignments and special events.  Develop and implement contingency plans and diversions to minimize system delays and inconveniences to the customers and maintenance assignments.  Ensures vehicles scheduled for service, inspection, cleaning or repair are made available at the scheduled times and locations. 10%

 

Administration – Record, review, track and analyze system delays, work permits, service levels, incidents, rapid response, budgets, overtime, attendance, performance discussions and other administrative processes as required, follow-up and follow-through ensuring commitments are met, issues are resolved and appropriate and complete communication have been fulfilled. 20%

 

Safety – Enforce safety rules, work processes/procedures and monitor/audit employees and contractor activities to ensure they are in compliance with occupancy permits, work restrictions and adhering to safety rules.  Ensure operation center personnel have the skills and certifications to perform their job tasks.  Investigate and address employee safety concerns and issues.  Report completely and honestly on  incidents/accidents and other issues that are raised to your attention. 10%

 

Grading Specifications: 

 

Successful completion of Lead Tech Training in Operation Center and Associates Degree preferred.  Ability to communicate effectively both orally and in writing.  Ability to supervise and enforce rules and regulation across departmental lines.

 

Knowledge of the Business:


Operations Center Operations, Automatic Train Control (ATC), Manual Train Operation, SCADA, Emergency Procedures, Failure Management Strategies, Radio Procedures, Vehicle Troubleshooting, Employee Relations, Customer Relations.

 

Leadership – Management or Technical:


Capable of inspiring team to achieve goals through active employee participation and can collaborate across departmental lines and boundaries to resolve issues and to guide change in a positive manner.

 

Problem Solving:


Competent in solving problems and executing effective corrective measures.  Have can do points of view.  Ensures all appropriate measures have been taken to prevent or minimize reoccurrence of problems and issues.

Interpersonal & Communication Skills:

Additional information and elements to consider:


Will require flexibility and willingness to support an organization in a 24/7 work environment.  Safety sensitive position that is subject to random alcohol and drug testing.
