PURPOSE OF THE JOB
The Deputy Director responsibilities will include revenue service tracking, analyzing and reporting. Will be required to collect, review and report on operations and maintenance key performance indicators that drive service and financial results.

 

MAIN RESPONSIBILITIES
Exercise leadership and provide vision over wide-ranging management, supervisory and technician personnel and activities of the organization and ensure employees adhere to all safety rules, company operating polices and Code of Ethics including contractors and vendors for the largest APM system in the Americas.

 

• Manage entire Maintenance division at JFK, including Vehicles, Power, Electronics, Facilities, Track. Also manage Procurement, Maximo Asset Management System, Vehicle Overhauls, Engineering, Elevator, Escalator Moving Walkway and Stores functions. This includes overall health and reliability of the system to ensure optimum availability for the riding public. Also manage Operations Division, responsible for the day to day adherence to train schedules, level of service, safely operate the system and ensure all procedures and protocols are followed. Major Departmental responsibilities of this position includes: MAINTENANCE

• Vehicles: Maintain a twenty-year old fleet of 32 vehicles, including Periodic and Corrective Maintenance, providing 28 cars for revenue service 365 days per year. Provide leadership and guidance utilizing best business practices to ensure maximum mean distance between failures and vehicle availability while always providing a safe working environment and reliable performance

• Power: Maintain the traction power system, including 10 Passenger Stations, 7 Traction Power Stations and supporting equipment for Periodic Maintenance and Corrective Maintenance.

• Electronics: Maintain all electronics equipment which supports the Operations, Power and Vehicles departments. This equipment is the heartbeat of the system and must be maintained including Periodic Maintenance and Corrective Maintenance commitments. The Electronics Department is also responsible for maintaining a critical element of the JFK AirTrain system – AFC (Automatic Fare Collection). AFC equipment directly affects the site’s performance metrics and revenue stream on a monthly basis.

• Facilities: The Facilities Department maintains all passenger terminals, including overall cleanliness, lighting, plumbing, electrical, roofing and various repairs. These all tie to Periodic and Corrective maintenance commitments and represents the first line affecting customer experience.

• Track: The Track Department is responsible for maintaining over 8.2 miles of double track, including power and running rail, sixty switches and overall Periodic and Corrective maintenance commitments.

• Elevator, Escalator, Moving Walks: BT subcontracts the maintenance of these 66 assets to a subject matter expert. This position is responsible for ultimately selecting and managing (indirectly) this contract, valued over $20M USD over five years. • Stores: The Stores Department manages over $9M USD of inventory and parts. These efforts support the overall operation of the system and are managed via Maximo software.

• Engineering: This team consists of a Senior Engineering Manager, an ATC Engineer, Mechanical Engineer, Reliability Engineer, Quality Engineers,
Electrical Engineer and future Civil Engineer. Responsibilities includes technical support, system upgrades and improvement recommendations and
future Shop and Yard Enhancements.

 

OPERATIONS:


• Ensure all procedures and safety protocols are followed
• Provide Level of Service in compliance with contractual obligations and project work
• Report all safety violations, incidents, accidents to management
• Ensure clear communication protocols are provided as detailed in Operations Manual
• Ensure certifications for operators, supervisors and managers is up to date
• Review organizational structure and recommend improvements to Site Director
• Support Self-Disclosure policy
• Attend Planning Meetings, CARP and project work Method Statement page turns

 

OVERALL MANAGEMENT:


• Ensure DSA, Fare Collection, SQF performance requirements are met monthly
• Chair weekly Maintenance Meetings and ensure shift schedule migration is limited; meet deadlines
• Improve winter operations (mitigate systemic performance challenges)
• Ensure open positions are posted and filled expeditiously
• Communicate with PANYNJ Rail Operations Team
• Attend meetings representing Site Director as required

 

EXPERIENCE:

 

Mandatory:
▪ Five years’ experience in complex maintenance & operations business
operations
▪ Management Rank experience

 

Desirable:
▪ Light Rail management experience

 

Competencies & Skills:

 

▪ Advance skill level in Microsoft Office applications
▪ Advance skill level in Air Train Operations, Maintenance, Electronics, Power and Engineering
▪ Ability to communicate and present information to all levels of employees and customer
▪ Ability to inspire confidence and trust
