Job Title:           Project Engineering Manager


Job Location:   4901 Belfort Road, Jacksonville, Florida, 32256 and various, unanticipated sites throughout the United States


Job Type:          Full Time


Duties: Deploy the system engineering, application engineering, and verification and validation processes, methods, and tools to ensure adherence to Alstom standards and requirements for project engineering; ensure customer acceptance of the project technical solution; provide customer interface for all technical matters; oversee the Engineering Work Package (WP) Quality Cost Delivery (QCD); manage the project technical risks and the corresponding mitigation plan; validate the technical designs with peers and the Solution Director; drive resolution of technical issues; generate and maintain the projects Engineering Management Plan (EMP); capture and manage external change to enable the project manager to raise variation order; chair the project Change Control Board (CCB) and manage internal change; allocate tasks across the project Engineering team and ensure coordination between all engineering functions; ensure the delivery and approval of the project Safety Case; identify applicable regulations in the customer locations and ensure they are taken into account in the project design; and share Environment, Health, and Security (EHS) rules with the project Engineering team to ensure compliance with Alstom project requirements.



Employer will accept Bachelor’s degree in Engineering, Electrical Engineering, or related field; and three years of work experience in job offered or three years of work experience in a related occupation. Experience must include one year of experience with each of the following:


1.           Experience in the Rail Signaling industry;

2.           Experience as a Project Engineering Manager or Project Program Manager;

3.           Guiding work of engineering teams working on Signaling projects for interlocking solutions, Onboard ATC (Automatic Train Control) solutions, and for PTC (Positive Train Control) Solutions;

4.           Executing Signaling projects according to quality process and industry standards;

5.           Experience forecasting and managing the cost of an Engineering work package;

6.           Preparing a schedule of engineering activities and identifying the required resources, and track progress to that schedule;

7.           Managing engineering project deliverables to ensure project compliance with project goals and requirements;

8.           Tracking and reporting on the project progress using key performance indicators;

9.           Managing and protecting Engineering and providing feedback to the Project Manager when a Variation Order (VO) is needed; and

10.        Overseeing the System, Application, Tests, Validation, RAM, and Safety areas in engineering projects.


Must be available to work on projects at various, unanticipated sites throughout the United States. Must be available to travel internationally up to 10% of the time.
