PURPOSE OF THE JOB
|
- Develop tender preparation schedules and track progress to ensure on time delivery of the offers
- Responsible to develop and maintain the project schedule in the Tender phase and transfer it to the PrPM when the contract is won
- Ensure that Bids and Tenders are prepared in accordance with the Alstom processes and tools
- Monitor the performance of the Team and propose and support implementation of continuous improvements

MAIN RESPONSABILITIES
|
Schedule:
- Analyse the schedule management requirements of the Customer (contractual tool, schedule structure, reporting constraints…),
- Define tender preparation schedule and monitor until the submission of the tender,
- Detail the tender schedule based on Reference Library templates, gap analysis, Metiers commitments, and PXO (Project Metiers organisation such as PIO / Project Industrial Organisation) tender strategy
- Highlight the critical path and risks linked to the project schedule and propose the optimisation & mitigation actions,
- Contribute with the project schedule to the project strategy in compliance with the contractual requirements,
- Participate to the definition of the project schedule interfaces with the partners and the Customer,
- Deliver on time all schedule deliverables down to the requested level,
- Estimate the cost of Scheduling management effort.
Tender Performance:
- Lead the New Alstom integration activities,
- Develop and maintain Key Performance Indicators (KPI) to monitor and improve the Bids & Tenders team performance
- Liaise with central Tender Control team (TPCP) and disseminate, after eventual adjustments, the Alstom tender processes in NAM RSC
- Be the team trainer for processes and tools
- Support the Bids & Tenders team members for the preparation of the different gates (BOR, WNG, TLW, QCDP, TRM, TTM, WLA)
- Consolidate weekly report for the executive management
- Record and follow-up weekly staff meeting actions
- Prepare slides and organize dry runs for the monthly reviews with the NAM RSC Leadership Team

Performance measurements:
- On-time delivery of all requested tender deliverables requested to fulfil RFP requirements,
- On time delivery of schedule analysis for decisions by the Tender Team: critical paths for main milestones, planning risks, standard metrics measuring schedule robustness
- List of potential gaps between project schedule defined in tender and Platform Reference Library schedule
- On time delivery of the Tender performance deliverables (weekly report, monthly review slides, etc.)
- Application of the standard tools and processes

MAIN REQUIRED COMPETENCES

Mandatory:
- Engineering or business degree

- 5-year experience in project scheduling
- Project management, engineering and/or industrial background
- Previous experience in bids & tenders' preparation

- Knowledge of different scheduling tools (Primavera P6, Microsoft Project, PMS, etc.)
