Job Title:           Procurement Manager

 

Job Location:   1 Transit Drive, Hornell, NY 14843. Must be available to work on projects at various, unanticipated sites throughout the United States.

 

Job Type:          Full Time

 

Rate of Pay:     $138,861/year to $152,747.10/year

 

Duties: Manage directly the buyers and the procurement team. Act as a facilitator between Procurement Function and Product Line operational members. Support project execution and tender commitment by managing the suppliers Quality, Cost and Delivery performance. Operational procurement responsibility on negotiation, cross sites/businesses bundling. Support, challenge and validate platform sourcing in tender management (Local and Global Commodities) and Procurement commitments for Local Commodities. Support local procurement team to face commercial and contractual negotiation during project execution phase. Track Procurement performance in project and issue action plan in case of deviation. Analyze risks and sets appropriate mitigation plan. Formalize and share Return on Experience on main issues. Support Procurement Project Management on project gate review completion. Secure on time the Go Order and PO placement project milestones. Support supply chain to monitor and secure raw material inventory and On time in full objectives. Support quality on non-conformance part treatment and improvement. Support accounting department to align on invoice accounting and payable days. Participate in industrial continuous improvement. Tender ambition covering and Procurement action plan tracking including claims and ambition covering. Perform Supplier local Quality Cost Delivery performance management. Perform procurement maturity roadmap improvement. Apply and support Alstom Procurement rules, process and tools. Apply the Local risks management governance. Provide to central Procurement site input to impact commodity strategies. Ensure the Supplier Panel Compliancy. Share with the team risk analysis on commodities strategies deployment on coming tenders. Share and follow with Commodity Manager and Product Line Site Director common mitigation plan to secure future business award is in line with commodity strategies. Manage Supplier Local Quality Cost Delivery performances. Perform regular supplier performance reviews, solve major issues and secure objectives achievement.

 

Requirements: Employer will accept a Bachelor’s degree in Engineering, Business, Purchasing or related field, and 3 years of experience in the job offered or a Procurement Manager-related occupation.

 

Position requires experience with:

1. Project management including management of project milestones, suppliers and internal team in order to meet sourcing deliverables;

2. Sourcing and Procurement planning, developing sourcing strategies, managing project deliverables to deliver parts on time to production line;

3. Contract negotiation and claim resolution;

4. Commercial and Contract experience ensuring contracts are followed and rectifying deviations of contracts from suppliers;

5. Supply Chain Risk and Opportunity management;

6. True/Should Cost analysis experience assessing supplier cost package and breaking down the cost drivers (labor, machine hours, and raw material);

7. ERP system management - SAP;

8. Experience in purchasing; and

9. Market experience in commodities.

 

Must be available to work on projects at various, unanticipated sites throughout the United States. Must be available to travel internationally up to 25% of the time.
