External Relations Manager (m/f/d)






  • Establish a good relationship with Alstom Regions
  • Support establishing a Country Regulation Officer Network (CRON) worldwide and with countries relevant for the Alstom businesses and services
  • Participate in the selection process of suitable CROs
  • Develop mutual understanding within the CRON through regular alignment meetings, clear communication and feedback procedures and up-to-date messaging
  • Support defining and follow a clear influencing strategy, especially towards the European Commission, the European Union´s Agency for Railways (ERA), the Ministries of Transport, the National Safety Authorities (NSA) regarding all applicable railway legislation (e.g. TSIs, referenced standards, harmonized standards, NNTRs)
  • Entrust the CROs with developing a fruitful business intimacy-oriented relationship with local bodies e.g. with ministries, authorities, standardization and assessment bodies
  • Define KPIs and report on the activity progress
  • Establish relationship to ERA on legally binding requirement documents, e.g. TSIs, NNTRs, Implementing Acts, Guidelines, Technical Opinions and Line-to-take (LTT)
  • Facilitate the Alstom business, especially fostering a smooth and lean process for vehicle authorization and a legislation which considers the manufacturer´s needs especially towards sustainable project execution and flexible innovation development
  • Support creating the Alstom strategy for external relations focused on transparency, predictability, cost efficiency and competitiveness
  • Actively contribute to deliverables for other functions and to problem solving strategies
  • Follow up the applicable regulations as well as the changes to referenced standards




  • General Knowledge of the organizations and administrations on National / European / International level
  • Cross functional competency in Engineering
  • Master Degree (Engineering, Physical Sciences, others)
  • Fundamental know-how of the transportation area
  • Know-how of the railway sector, especially for manufacturing industry, regulatory bodies, operating industry, safety authorities and assessment bodies
  • Solid legal understanding and knowledge in the areas of regulatory, authorisational and standardizational processes on National / European / International level
  • Systems engineering (Electrical, Mechanical) or Industrial Engineering
  • Lobbying capabilities





  • Experience in engineering (~3 years)
  • Clear communication style and good networking capabilities
  • High degree of sensitivity in strategic and political matters
  • Good user experience with MS Office, Analysis
  • Good knowledge and experience of the processes for  authorization, certification and standardization
  • Experience in transportation/railway industry
  • Requirements, Project or Quality management

  • General knowledge of rail vehicle and authorization processes
  • General knowledge of functional safety and validation
  • General knowledge of European legislation
  • Ability to communicate and network with ministries, authorities, and associations on National / European / International level
  • Ability for getting into new topics, for strategic analyses, priority setting and negotiations
  • English language (level B2 / C1 or higher)
  • German or French language (level B2 or higher)
  • Willingness to travel
  • Solid decision making and critical thinking.
