The Control Systems Design Delivery Manager role is based in Hatfield, UK. These centers of excellence undertake Control Systems Design and System Engineering activities that support Signalling Design Projects within the SS&I business as well as external signalling businesses.
Our signalling projects use the wide range of Alstom signalling technologies ranging from SMARTLOCK 400T system, Modular Control Systems, TDMs, PMUXs, PIIUs, RIIUs and VHLC (Vital Harmon Logic Controller). The projects are multidiscipline, complex and are strategically important to our clients. Our engineering teams are supporting some of the most significant projects with the UK, including Resignalling, Enhancement projects and the digital railway initiative.
Overview:
• To manage design teams in the safe execution of control systems design activities required to deliver signalling project works, whilst maximizing the efficiencies associated with best use of standard design tools and procedures.
• Provide technical leadership to the Control Systems design teams and interfacing to all forms of internal and external Project Management, Engineering, Commercial, Installation and Test disciplines.
• The role requires a proactive practical approach to resource utilisation and undertakes the role of CRE Design.
Responsibilities:
• Lead a Control Systems Design team in the delivery of major and minor project work whilst undertaking the role as CRE Control Systems Design.
• Ensure on time and cost-effective delivery of all aspects of the engineering design solution.
• Undertake design reviews to ensure that design is delivered to programme and the output is compliant with defined scope and the applicable standards. Participate in the integration of design, installation and testing activities and that the end product meets the client specification and has technical integrity.
• Ensure all Control Systems design deliverables are produced in accordance with project programme, budgetary and technical requirements.
• Undertake work package management and be accountable for the delivery of the engineering activities in line with the allocated budget.
• Ensure all Control Systems design deliverables are in accordance with appropriate railway standards, technical constraints, health and safety legislation, Alstom company procedures, CDM (Construction, Design & Management) regulations and CSM (Common Safety Method) procedures.
• Identify, capture and manage Control Systems Design Requirements (SyRS, SDS, SyID, SyAD).
• Support when required SS&I business development with tendering activities ensuring the quality of estimates, system description, system architectures, implementation strategies and methodologies.
• Provide governance and assurance to all tendering activities ensuring assumptions and execution risks are captured during the tendering process.
• Identify operational risks, construction risks, maintenance risks and system risks within design and identify and implement suitable mitigation to minimize these risks.
• Provide an effective mechanism for design team management with clear communication lines to safely meet project timescales and budget expectations.
• Liaise with the Control Systems Programme Engineering Manager and project planners to develop and maintain accurate delivery schedules and resource forecasts.
• Provide guidance and training for design staff (Both UK and Offshore) as required, including identification of external training needs.
• Represent Alstom at external client and subcontract meetings, ensuring effective interface management with design stakeholders, integrated with all associated company, client and 3rd part project disciplines.
• Implement and maintain best practice signalling engineering processes as part of a continual improvement plan to increase efficiency and minimize cost of non-quality and technical / delivery risk.
• Undertake mentorship and coaching to support the succession planning throughout the Design Engineering business. Support Performance Management and staff development activities for the local teams when required.
• Support the Competence Manager with the execution of the IRSE licensing scheme and the internal competence management scheme.
• The role is based at one of the UK design offices, in Hatfield, although travel to other project locations, client offices and design offices will need to be undertaken when necessary.

• To only undertake safety critical or safety related activities that complies with your relevant competence or authority to work.
Educational Requirements:
Mandatory:
• 7.8.110 IRSE Engineering Manager (Design) License.
• HNC/HND Electrical and Electronic Engineering.
Experience:
• Extensive experience of Control Systems (and/or Signalling) design with an in-depth knowledge of Signalling Systems as well as Control Systems such as SSI, WESTLOCK, SMARTLOCK, TDM, PMUX and RRI.
• Able to understand and interpret electrical and electronic circuits, data sheets and specifications.
• Experience of applying CDM (Construction, Design and Management Regulations).
• Experience of applying CSM (Common Safety Method).
• Extensive experience of RSSB (Rail Safety and Standards Board) Signalling standards.
• In-depth knowledge of the application of Network Rail Standards.
• Knowledge of railway construction methods and materials on complex projects.
• Understanding of V & V cycle.
