MAIN RESPONSABILITIES 

RSY permit & environmental specialist is responsible to deliver the Haifa Nazareth Light Rail Transit System.

The primary responsibility of the Permits Manager is to achieve in a timely and efficient manner all necessary permits/approvals/consents for associated construction works.

The activities and responsibilities of the Permits Manager encompass the following:

  • permits, authorizations and consents required during the design and construction process in coordination with EPC in order to achieve VATAL approvals as well as excavation permits and work licenses or equivalent, depending upon location; and
  • assisting EPC and TRI, owner of the project, to achieve the NOFIT Line permit to operate (PTO), a function that includes some tasks during design, and others during verification and validation of the built environments, including but not limited to Occupancy Permit (טופס 4) of specific facilities. 
  • Preparing all the Environmental Reports in coordination with the RSY Subsystems
  • Utilities coordination liaising with RSY Engineering, Consultants
  • Management all the consultants, Engineering teams, Onshore and Offshore
  • Preparing all the necessary Scope of works, initiating sourcing process for selecting necessary consultants

 

Description of the Role

  •  Work together with the other RSY permit & environmental specialist to prioritize permits/ actions/sharing responsibilities in accordance with the project schedule and/or as prioritized by the EPC/ RSY management team.
  • Together with Rail Systems design managers, resolve blockages and concerns raised by external approval entities and convey the information in a timely and clear manner back to the permit permissions team.
  •  Together with EPC, CJV & the designers and manager of Temporary Traffic Arrangements (TTA) , ensure RSY contribution to  all necessary permits, consents and authorizations are coordinated with an approved traffic plan.  Note: approval of the TTA’s and the Traffic Management Plan are the responsibility of the Temporary Traffic Arrangements manager.
  • .Liaise, on a case-by-case basis with external approval entities, CJV, EPC to ensure that blockages based on the design are clear and there is no technical reason that a permission can be received.
  • Identify and explain to the Chief Engineer or member of the EPC management team any reasons, beyond technical, that are preventing a permit permission from being received.
  •  Maintain clear, concise and professional records of all meetings attended including proper documentation of deliverables and schedules for task completion.

 

 MAIN REQUIRED COMPETENCIES

  • At least 8 years of project management experience;
  • At least 5 years of experience in permitting buildings and facilities;

   Preference to candidates with the following:

  • Understanding of VATAL and its processes
  • Engineering, Environmental or Law degree

    Competencies & Skills 

    • High Interpersonal,
    • Communication and negotiation skills
    • Leadership and engineering team management skills
    • Technical risk assessment and costs evaluation of a solution.
