PURPOSE OF THE JOB

  • Serve as the technical representative to customers and external stakeholders from NTP through the end of the warranty period for Signaling and SCADA systems.
  • Manage the technical scope of the project and deal with internal and external sub-systems interfaces, reaching the performances required.
  • Collaborate and coordinate with the project core team and ensure the integration of the Alstom solution within the project.
  • Controls the technical consistency through a strong engineering process management, quality, cost and delivery (QCD) approach.
  • Support the identification and mitigation of technical risks, ensuring proactive resolution and continuous improvement throughout the project lifecycle.
  • Contribute to the development of technical documentation, design reviews and validation processes to ensure successful project execution and customer satisfaction.

MAIN RESPONSABILITIES  

Key accountabilities:

1. Technical Leadership and Customer Interface

  • Act as the primary technical representative to the customer, internal and external stakeholders from Notice to Proceed (NTP) to the end of the warranty period for Signaling and SCADA systems.
  • Lead all technical communications with the customer, contractors and consortium partners.
  • Ensure customer acceptance of the overall project solution.
  • Organize and lead internal design reviews
  • Organize and lead design reviews with the customer.

2. Technical Scope and Compliance Management

  • Manage the technical scope of the project, including internal and external subsystem interfaces, ensuring performance targets are met.
  • Identify and assess technical risks; develop mitigation plans in coordination with the Project Engineering Manager (PrEM).
  • Ensure compliance with all applicable local regulations and standards in Israel.
  • Establish the input configuration baseline using customer inputs to support solution deployment by the Design Leading Unit (DLU).
  • Oversee on-shore project design and application engineering activities.
  • Ensure contractual performance requirements are achieved.
  • Review and approve technical documentation, including engineering, installation and testing & commissioning (T&C) deliverables.

3.Integration and Coordination

  • Collaborate with the project core team to integrate the ALSTOM solution into the overall project.
  • Provide technical inputs to the PrEM for deployment process implementation.
  • Distribute technical documentation to core team members for industrialization, sourcing, installation and T&C (e.g., Migration Plan, External Interfaces, SyOCD inputs).
  • Resolve technical issues raised by core team members in collaboration with the Design Leading Unit (DLU) of each subsystem.

4. Engineering Process and QCD

  • Ensure full adherence to engineering processes and best practices.
  • Apply a strong quality, cost, and delivery (QCD) approach to technical management.
  • Contribute to the identification and development of claims and variation orders.

5. Solution Management and Configuration Control

  • Manage the customization and parameterization of the generic solution to meet project-specific QCDP (Quality, Cost, Delivery, Performance) commitments.
  • Supervise the Project Requirements Database (PRD) to ensure full coverage and demonstration of requirements.
  • Lead the global project Change Control Board (CCB) and oversee configuration management, with delegation to the PrEM during the design phase.

6. Warranty Phase Support

  • Coordinate technical actions during the warranty phase to resolve outstanding issues, in alignment with the Project Warranty Manager (PrWM).

Performance measurements:

  • Project QCDP Compliance:

       Achievement of project objectives in terms of Quality, Cost, Delivery on time and Performance.

  • Customer Satisfaction and Technical Approval:

       Timely customer approval of all technical documentation and deliverables.

       Positive resolution of customer concerns related to technical aspects of the project.

       Minimal number of customer-raised technical issues or rejections.

  • Contractual Requirements Fulfillment:

       Full traceability and coverage of all contractual technical requirements.

       Demonstrated compliance through validation, verification, and documented evidence.

  • Technical Risk and Issue Management:

       Proactive identification and mitigation of technical risks.

       Timely resolution of technical issues with minimal impact on project delivery.

 MAIN REQUIRED COMPETENCES

Educational Requirements

Mandatory:

  • B.Sc. in Electrical, Electronics or Mechanical Engineering

Desirable:

  • M.Sc. in Electrical, Electronics or Mechanical Engineering
  • Degree in Signaling competency

Experience

Mandatory:

  • 8 Years of professional experience in Engineering / Technical functions
  • 5 Professional experience in Railway Signaling

Desirable:

  • Broad Knowledge of urban / railway systems
  • Experience of managing diverse team and proficiency in people management
  • Knowledge and experience in integration activity
