We are recruiting a Major Works TIC to join the UK D&IS business to work on Projects initially within the Eastern Region.  

 

As a Major Works Tester in Charge you will be responsible for defining and controlling the testing activities on allocated Alstom Projects; ensuring that suitable and sufficient evidence is gathered to confirm that the signalling meets the requirements appropriate to the application and is fit for entry into service.  This also includes identifying the testing requirements and developing test plans which are sufficiently robust to ensure that the system meets the requirements of the project.

 

This role complements an already established team of Testers and Testers in Charge across the whole country and will be a pivotal role in the management, development and growth of Alstom’s in-house testing capability.

 

POSITION OVERVIEW

To manage the pretesting, delivery and commissioning of the testing phase of the project, lineside, data and systems interface, ensuring all aspects are tested safely, to program and forecast cost.

The role of a Tester in Charge is safety critical position and vital to the validation of the signalling Control System and how it works in accordance with legal and Network Rail Line and Group standards.

The Test Manager will allocate projects to the Tester in Charge. The Tester in Charge will be responsible for the project testing management structure, the identification, selection and subsequent management of the testing staff on allocated projects.  The Tester in Charge must manage the testing staff allocated for the successful safe and timely delivery of works, development and identification of training requirements, and ensure mentorship requirements are met and documented. The Tester in Charge will liaise with internal project staff and the clients’ representatives at project meetings as required.

The Tester in Charge will report day to day to the Testing Manager within the allocated region, and hierarchically to the Regional Centre Testing & Commissioning Manager.

                       

RESPONSIBILITIES

  • Ensure the complex / major works signalling project is managed and delivered on time, to budget and to current group standards

  • Responsible for the complete testing of the complex / major works signalling scheme

  • Forecast resources for project works to Work Package Owner

  • Manage and motivate allocated testing staff effectively

  • Complete and monitor company personal development plans for allocated staff to identify training and development needs

  • Develop allocated staff in accordance with IRSE competencies and undertake IRSE licence assessments

  • Taking account of whole contract, identify potential variations and discuss with Project Team/Tendering Dept

  • Ensure contract is completed to meet required Health, Safety & Environmental requirements

  • Identify potential process improvements and make recommendations for implementation

  • Compliance with Alstom testing procedures

  • Effectively attend and onward brief team briefing in technical documents, company safety briefings and alerts

  • Carry out risk assessments for planned works

  • Control hours worked

  • Produce testing documentation to NR and Project requirements and standards

  • Produce site project documentation in a timely manner to deliver programmed works

  • Carry out audits of testing staff working to standards and safety requirements

  • Maintain IRSE Logbook

  • Maintain IRSE Tester In Charge Licence

  • Manage all testing interfaces effectively

  • Control of tools and equipment allocated for the testing of project works

  • Scrutinise and sign timesheets and expense claims

  • Produce Returns on experience (REX) to share with the wider community

Qualifications

  • Module 1

  • TIC Licence 1.3.190

  • Valid PTS ac/dc certificate

  • Emergency First Aid

  • Manual Handling

  • IOSH Managing Safety

  • Full driving licence

 

Experience

  • Knowledge of contract conditions

  • Understanding of planning process

  • Knowledge of risk assessment process

  • In-depth knowledge of group & line standards

  • Commercial awareness

  • Knowledge of HSE requirements

  • Appreciation of design & installation

  • Proven track record of delivering major and complex schemes

  • Documented previous acceptance by NR of Major Works Tester in Charge duties

  • Modules 2, 3 and 4

  • Functional Testers licence 1.3.170

  • Principles Testers License 1.3.180

  • HNC or higher equivalent in Elec. Engineering

  • Member of IRSE

  • IRSE Assessor
