Overview
Management of a large project or a number of medium/small projects. Providing support and assistance to the Programme Commercial Manager & Lead Project Manager to optimise margin on a project whilst protecting the project from commercial risk and maintaining a high standard in all areas in accordance with Alstom Policies and Procedures.
Main Responsibilities-
Management of Client & Supplier Accounts:
• Manage the client payment cycle up to and including Final Account including the Project Change Account to maximise income, improve margin and achieve best possible cash flow position.
• Manage Sub-contractors from project start up, ensuring detailed and well-structured sub-contracts are in place, through to final account.
• Manage the accurate reporting of liabilities.
• Assess sub-contractors applications and issue notices strictly in accordance with contractual and legal requirements
Commercial & Contract Guidance:
• Contribute to and implement Project Commercial Management Plans
• Identify and provide guidance on commercial best practice.
• Provide clear interpretation of contract conditions, accurately assessing contractual opportunities and risks arising from all the project documentation
• Identify project-level Risks and provide avoidance and mitigation proposals recorded in registers.
Record Keeping:
• Manage actions in compliance with project systems for recording progress and delays, change management, collection of measurement information and relevant contemporaneous records.
• Prepare event registers, carry out timely actions and develop entitlement documentation.
Internal Reporting:
• Contribute fully to the production of Monthly Project Reviews and Work Package Management Reviews, whilst advising on forecasts and possible outcomes within acceptable best/worst case scenarios.
Contract Documentation:
• Provide contract review support to the tender and estimating process, which aligns with the commercial management strategy.
Financial Targets & Budgets:
• Contribute to the achievement of corporate targets and budget within the Project Commercial Team.
• Implement the required actions which align with the commercial management strategy.
Support, Relationships & Procedures:
• Provide support and advice to the Programme Commercial Managers, Project Directors and Project Teams for all commercial activity.
• Develop beneficial relationships with the Client, within Project Teams, with sub-contractors and suppliers.
• Review Commercial processes and procedures to ensure they enhance Alstom’s commitment to continuous improvement.
Commercial Representation & Dispute Avoidance:
• Represent the Commercial team at Project, business and client meetings, deputising for the Programme Commercial Managers or Project Directors when required.
• Manage the negotiation and settlement of client & subcontract claims, in line with agreed commercial strategy, in order to achieve early resolution (within 3 months of identification) and avoid escalation to formal dispute resolution procedures.
Management of Staff:
• Manage a robust commercial team identifying the need for the employment of permanent staff in preference to using agency and contract staff.
Training & Development of Staff:
• Provide commercial staff with inductions and training so that they are commercially well informed, professional and play a proactive part in the management of their respective project/business unit.
• Carry out staff reviews in line with company policies to identify their training and development needs and support their improved performance.
EHS:
• To comply with, undertake and promote all relevant Environment, Health & Safety measures, responsibilities and activities.
• Attend regular safety briefings and contribute to company initiatives, logging close calls and safety conversations
Educational Requirements-
Mandatory:
• Educated to graduate entry degree level requirements or equivalent
• Up to date Continuing Professional Development records
Desirable:
• Professional Qualification with Quantity Surveying related organisation (ideally chartered status)
Experience-
Mandatory Knowledge:
• Contractor background with strong multi-discipline D&B experience
• Construction industry standard forms of contract and commercial terms.
• Quantification, costing of construction works and task elemental cost analysis.
• Conflict avoidance, management and dispute resolution procedures.
• Planning and the use of programmes in the management of construction works.
• Accounting concepts and the format and preparation of management and company accounts
• Health, Safety and Sustainability matters relative to the industry.
Desirable:
• Up to date knowledge of current construction legislation.
• Ability to deliver training to commercial audiences relating to contracts and commercial activities.
• Techniques and technologies employed in Rail, signalling in particular
• Proven success in management of Commercial and Quantity Surveying teams
