Purpose of the role:

The Technical Baseline Manager is accountable for the Engineering Configuration Baseline Management by applying the appropriate process and tools to maintain consistency across the Building Blocks, Architectures and Functions within Engineering.  The Technical Baseline Manager also identifies and implements any changes necessary to improve the performance of the team and the implementation of the baselines within the business.  The role requires he/she:
•    Ensures compliance to the applicable directives and processes.
•    Is the representative for Configuration control within the product family.
•    Coordinates the Engineering Configuration and Baselines.
•    A stakeholder in the Product Family Change Board.
•    Reviews and delivers the Engineering Baseline Release Notes and Target Configuration  References.
•    Applies the S-Checkpoint (System Checkpoints) process to ensure that process steps are completed satisfactory before proceeding.
•    Ensure that the engineering activities are planned and completed efficiently providing the required deliverables to other functions


RESPONSIBILITIES
•    Ensure compliance to the applicable directives and processes by the engineering community.
•    Performs the activities of Engineering Configuration during the project.
•    Responsible to deliver the Product Family Configuration Baselines; As Required, As Specified and As Designed.
•    Ensure consistency of the baseline considering the Functional and non-functional change requests.
•    Develops and delivers the Functional Baseline Roadmap for the product family as a series of Target Missions.  The roadmap and the identified configurations will be linked to project and other milestones from various building blocks supporting the harmonization of the projects plans and building block deliveries
•    Identifies the Target Mission objectives and dates noting any functionality gaps between project needs and engineering
•    Maintains the linkage between the product development roadmap and project baselines
•    Reviews and delivers the Engineering Baseline Release Notes.
•    Reviews and delivers the Technical Configuration Reference.
•    Report progress and blocking points via appropriate KPI’s including S-Checkpoints
•    QTC. Responsible for maintaining the S-Checkpoints(System Checkpoints) on time
•    Identifying cost implications for deviations inside a baseline. Responsible for the qulity of all outputs nad deliverables from the team
Management and Leadership Responsibilities:
•    Develops the team competencies and capability.
•    Manages the capacity of the team to meet the workload and efficient use of external resources where appropriate.
•    Manages priorities to meet conflicting demands on the team.
•    Initiate and drive continuous improvement of methods and tools for continuous productivity and efficient improvement through liaison with the Centre of Excellence for Engineering Configuration.


REQUIREMENTS

•    Has a can-do attitude in order to overcoming obstacles, resolving issues and solving problems day to day, mitigation and protecting delivery schedule whilst maintain the quality of the product.
•    The candidate will have a strong leadership skills that can drive and motivate a team technically, arbitrate on conflicts of competing demands and make direction decisions.
•    The candidate will demonstrate strong planning ability, organising work for themselves, team members and process stakeholders.  
•    The candidate will have a demonstrable change management record with the ability to make improvements to the Product Family Configuration process where deficiencies are identified.
•    Has the ability to adapt to a rapidly changing environment whilst maintaining quality, time and cost targets.
•    Have proven track record in managing a team within a complex and deadline focussed environment 
•    The candidate will have a flexible attitude with a willingness to succeed.
•    It is desirable that the candidate has Six Sigma or similar “lean” management experience(s).
