The role of the Project Specialist is to deliver the project within the established scope, schedule, budget, and quality requirements. The Project Specialist is to lead all the PM processes and support the other Project Managers.   

The Project Specialist is responsible of the progress and the harmonization of the activities leading to the acceptance of the contractual requirements of the cell to which she is attributed.  They will play a key role in the achievement of the project objectives and will be exposed to all project management aspects. 

The Project Specialist will coordinate Alstom’s internal activities as well as the suppliers’ and client’s activities.  They must maintain connection between the team working on the contractual requirements in order to ensure a delivery in time and of quality. 

The Project Specialist has the mandate to see that all activities are harmonized with other cells activities and must keep communicating regularly with everyone involved on the project.

KEY RESPONSIBILITIES 

  • In the role of Risk Manager, responsible for maintaining the Risk & Opportunity (ROP) databases: ensure creation, evaluation, assessment, mitigation, updating, and disposition of project Risks and Opportunities; champion the monthly ROP Review Meetings  

  • In the role of Change Manager, responsible for maintaining the Project Change Request (PCR) and Project Variation Order (VO) Databases: ensure new changes are properly entered, evaluated, and treated; champion the Project Change Control Boards  

  • In the role of Project Improvement Manager, lead the process of the Project Improvement Management (PIM) to reduce project costs, improve margin, or improve project schedule;   

  • Lead the Lessons Learned processes at the end of each project phase  

  • In the role of Requirements Management Manager, review draft technical documentation prepared by other functions to ensure proper content and completeness (only deliver what is required) and ensure the actions assigned to the various functions are completed on time  

Depending on the project magnitude, may also be responsible to lead the following activities:  

  • Management of project deliverables (Non-Product-Related), such as bench test equipment, special tools, manuals and training, etc.  

  • In the role of Technical Issues (TI) Manager, lead the weekly review meetings and ensure actions are completed on time.   

  • Monitor, recommend, and initiate when necessary, changes to or corrective actions for commercial issues, product design, manufacturing and/or services to assure compliance with contract requirements, and to maintain or improve project performance  

The following responsibilities are in a support role from the Manager if necessary:  

  • Assist the Project Scheduler in the monthly schedule updates (on MS Project or Primavera); replace the Project Scheduler in his/her absence  

  • Assist the Project Managers in the development and updating (once per quarter) of the Project Plan  

  • Assist the Project Managers in producing the customer Monthly Project Reports (such as reporting project status, change orders, risks, MOR/PPRS, upcoming activities) and KPIs  

  • Assist the Project Managers in the start-up and JDDP activities  

  • Assist the Project Director in the elaboration of yearly budgets and tracking actual spending  

  • Replace the other Project Managers in her/his absence

Educational Requirements 

Mandatory:  

  • High School Diploma or GED Equivalent

Desirable: 

  • Engineering (preferred) or Business degree coupled with 5 to 10 years of related project experience

Experience

  • Experience and knowledge of Project Management skills including process and procedures, customer interfaces, schedule management, scope management, change management, project management.   

  • Excellent written and oral communications skills 

  • Demonstrated ability to influence others, analyze complex situations and is a proven team leader

Competencies & Skills

  • Knowledge of the PMI & PMBOK an asset; PMP designation a strong asset   

  • Knowledge of and experience with risk and opportunity assessment tools  

  • Knowledge in developing and administering budgets / finance.  

  • Computer literate; Expert in Excel, Word, PowerPoint and Lotus. Understanding MS Project and/or Primavera P3 is an asset
