INTRODUCTION

In Belgium, Alstom is active in the design and manufacture of equipment, electrical and electronic systems for rolling stock and railway signalling. Alstom Belgium has developed two centers of excellence: one for traction systems including auxiliary converters and low voltage cabinets, and the second for signalling systems for main lines and ETCS (European Train Control System) / ERTMS (European Rail Traffic Management System).

Alstom Belgium also offers the operators its expertise in maintenance services and renovation. The Alstom Belgium teams have a good knowledge and reputation in the global project management. About 1000 employees, are working on more than 100 projects all over the world.  The company pursues a growth strategy by investing about 18 million a year in R&D with 100 positions in the research.

 

POSITION OVERVIEW

 

As PrQSM Manager, your mission will be to:

  • Support the Project Quality & Safety Managers to ensure the project Safety and Quality assurance activities on all projects
  • Ensure right level of PrQSM skills through identification and follow-up of training and qualification needs
  • Ensure proper team capacity through workload estimates
  • Participate actively to the Quality Department Improvement Plan

 

The PrQSM Manager reports to the Site Quality Director.

 

NETWORK & LINKS:

  • Internal: Project Directors, Engineering and Industrial Department Heads, Project Managers, Project Teams
  • External: Customers, external suppliers

 

 

 

MAIN RESPONSIBILITIES

 

Customer Quality

  • Be the interface with the Customer quality and safety teams when required (PrQSM support)

Project Quality

  • Validate the Project Quality deliverables established by the PrQSM (Project Quality Plans, Project Quality Control Plans, Project process inspection reports)
  • Support the PrQSM in defining DFQ Cycle for new projects
  • Chair the Gate Reviews per Site Quality Director delegation

Project execution controls

  • Ensure PrQSMs timely perform their activities (Quality deliverables, Gate Reviews readiness, process inspections, …)
  • Ensure capture and treatment of Customer complaints and NCR - maintain a KPI on ability to answer these complaints in time
  • Ensure timely problem solving on Customer issues
  • Report quality and safety alerts to Site Quality Director
  • Ensure REX process throughout all projects

Measure and improve project quality performance:

  • Manage Non-conformities and Safety issues and facilitate problem solving during project execution phase to reduce the costs of non-quality (8D, REX and standards evolution)
  • Improve the efficiency of quality teams to reduce the function costs
  • Ensure continuous improvement of quality department procedures in accordance with APSYS Roadmap for project quality
  • Make sure that Engineering and Industrial teams are included in Customer issues solving process (when needed).

                                                                                    

 

SKILLS & EDUCATION 

EDUCATION

  • Master degree in Engineering with Management background
  • Experience in managing Quality tools and problem-solving tools
  • Knowledge of railway industry (norms, certifications…) would be an asset
     
    COMPETENCIES & EXPERIENCE
  • Awareness on Processes and Products delivered in the project
  • Fluent in English
  • Experience in Quality / audit are appreciated
  • Rigor, Communication, knowledge of Quality standard (ISO9001, IRIS, CMMI, ECM,.) and quality tools
  • Experience in operational activities and in documentation management
  • Collaboration and team working,

 

LOCATION & MOBILITY

Charleroi site (Belgium), with some travels and/or missions.
