PURPOSE OF THE JOB

• Manage the Tender Sub-System Quality Cost and Delivery Performance (QCDP) commitment for Low or No critical bids from appointment as Senior Bid Sub-System Manager up to Tender Transfer Meeting (TTM).
• Deliver a winning proposal, with a defined scope, accurate QCDP commitments, in a timely manner, in line with Alstom strategy and within the defined sub-system tender budget
• Support the Project Sub-System Manager in the preparation of the First Financial Project Review (FPR0) and the closure of any open actions assigned to bid management, following the TTM and the first project execution gate.

MAIN RESPONSABILITIES 

Key accountabilities:

- Pretendering (when relevant):

- Co-ordinate internal activities to identify and understand Customer's needs

- Promote the Company and its product

- Co-ordinate internal activities to influence Customer Specification

- Ensure compliance with applicable Alstom rules & instructions

- Manage Tender Process (TEN-PRO-001), Code of Ethics & Compliance, EHS, Railway Safety, Quality, etc.…

- Manage the Sub-System tender budget according to Tender Costs Authorization Process

- Manage the sub-system tender team (if applicable)

- Propose the offered solution for its sub-system

- Agree with the Bid Manager, Platform(s) and sub-system (ex: Bogie) /product (ex: battery, seats) strategy owner, on sub-system solution

- Oversee that requirements analysis incl. gaps identification is performed in line with Requirements Management Procedure (PMT-PRO-002).

- Answer to the Instructions for Quotation (IFQ) for the scope of its Sub-system

- Manage interface with bid-level teams (in charge of architecture and integration) and other Bid Sub-System teams, proposing global optimizations

- Ensure offered solution compliance versus Customer requirements and internal product strategy; Identify deviations and manage related risks & opportunities

- Agree with the Bid Manager and Platform how gaps are addressed

- Ensure opportunity watch to identify ideas/ technologies used on other projects/tenders, that may be interesting for its sub-system.

- Manage Quality Cost and Delivery (QCD) optimization and obtain clear commitments from different actors

- Identify, analyze and evaluate QCD gaps & manage the QCD review for its sub-system

- Define interfaces and allocate between actors the cost targets

- Check and challenge contributor’s commitments

- Consolidate commitments (supported by Bid Cost Manager)

- For a PM2020 tender, as a participating unit Bid Sub-system Manager, is responsible to consolidate and review the QCD for the various participating units involved in that sub-system.

- Prepare risks & opportunities reviews

              - Organize risks reviews and ensure the elaboration of mitigation plan

- Prepare and maintain updated risk & savings registers,

- Contribute & prepare the documentation necessary to submit to Customer as required by Bid Manager

- Keep records of all documentation produced during tender preparation (RFP, Q&A, Presentations, letters, contract …) and ensure traceability up to contract signature

- Upon request of Tender Leader and Bid Manager, participate to the contract negotiations for its sub-system

- Contribute to REX through the Win-Loss Analysis in liaison with Tender Leader and Market Pricing & Strategy

- Support Project Sub-System Manager in the preparation of the first financial preparation and  the first project gate.

Performance measurements: (OTD, QCD, Sales, PMC, Orders, Gross margin, etc.)

• Provide documents in time in compliance with the tender requirements
• Gap between Tender Transfer Meeting (TTM) and Project Review (CPR0)
• Compliance with Tender cost budget
• Data updated and recorded in Wall.C

MAIN REQUIRED COMPETENCES

Educational Requirements

Mandatory:  Master degree or bachelor degree     

Experience

Mandatory:

• Knowledgeable of ALSTOM way of working for efficient process execution            Desirable:
• Global knowledge on the sub-system
• Be able to challenge proposals to obtain optimal solutions backed with commitments

Competencies & Skills

• Basic knowledge of offered products and systems
• Knowledge of financial (rules to build consolidated costs, cash curve, hedging, …), contractual (bonds & guarantees, …) and legal (obligations, penalties, …) aspects to be able to interface with internal relevant parties, and assess impacts on costing
• High capability to manage efficient team working to produce the tender deliverables within a limited time period and under stressful conditions
• Good communications skills and reporting capabilities
• Good sense of anticipation
• Negotiation skills and Customer oriented
