Mission

As a Sub-System Bid Manager, you will play a key role in shaping Alstom’s responses to complex and high-stakes railway tenders. You will be responsible for the definition, costing and coordination of your assigned sub-system(s) within the tender perimeter — ensuring technical relevance, compliance with customer requirements, and alignment with commercial objectives.

You’ll work closely with the Tender Leader, Platform teams, and multiple stakeholders across Engineering, Sourcing, Finance, and Quality to develop compelling, competitive and realistic offers aligned with QCDP (Quality, Cost, Delivery, Planning) targets.

The role requires a high level of autonomy, strong coordination and communication skills, and the ability to take initiative and act with ownership in a fast-paced, cross-functional environment. You are expected to contribute proactively to internal alignment, challenge constructively when necessary, and ensure that your scope of the offer is delivered with clarity and consistency.

 

Your Key Responsibilities

Define and Coordinate the Sub-System Offer

  • Analyse customer requirements.
  • Drive the engineering team to align the solution in coordination with product teams on time and clearly.
  • Ensure alignment with internal platforms and roadmaps.
  • Clearly define and justify technical and cost-related assumptions and communicate them to stakeholders.

Manage QCDP Commitments

  • Prepare and validate cost estimates with appropriate risk margins.
  • Define deliverables and milestones within the tender schedule.
  • Contribute to risk analysis and mitigation planning.
  • Ensure your scope meets the quality, cost, delivery and planning targets of the bid.
  • Be ready to challenge unrealistic demands and explain impacts.

Collaborate Across Functions and Support Tender Delivery

  • Work closely with the Tender Leader and other stakeholders (Finance, Sourcing, Quality…) to ensure integration and consistency of the global offer.
  • Support documentation, approvals, and handover to project execution teams.

 

Performance Indicators

  • On-time delivery of complete and validated sub-system input to tenders
  • Accuracy and robustness of cost estimates and alignment with QCDP targets
  • Level of compliance and maturity of the proposed technical solution
  • Assertiveness and clarity in communication with internal stakeholders
  • Quality of documentation submitted to customers and internal stakeholders

 

What You Bring

Education & Certification

  • Master’s degree in Engineering (e.g. Electrical, Mechanical, Systems, Industrial, Telecom…)
  • IPMA Level D certification or equivalent (desirable)

 

 

Experience

  • Minimum 3 years in project, engineering or bid management
  • Experience in multi-disciplinary and multicultural environments
  • Knowledge of Alstom’s organization, tools and processes is a plus

Skills & Competencies

  • Strong coordination and communication skills
  • Solid understanding of project/tender lifecycle and technical documentation
  • Analytical mindset and attention to detail, with a strong sense of cost relevance
  • Assertiveness and ability to challenge constructively
  • Self-driven and autonomous: able to take ownership of scope and decisions
  • Comfortable with ambiguity and capable of leading without formal authority
  • Ability to work under pressure, manage priorities and meet deadlines
  • Collaborative and solution-driven approach
  • Fluency in English; French is a plus
