Overview:

The Bid Manager prepares winning bids according to Alstom internal Process in line with Signalling strategy and solutions in response to customer requirements and the Regions Bid Strategy. He/She ensures that all bids submitted are in line with the QCD (quality cost delivery) objectives and gives support to the Tender Leader up to the contract award. The tenders managed by the bid manager will be pure Signalling tenders submitted from Charleroi.

 

Position in the organization:

The Bid Manager reports directly to the Bids Director.

The job holder will liaise and work with his/her peers of the Signalling Tendering Network, with the Regions (Customer Directors), with Sourcing, Process Deployment, Quality, Safety, Finance and Transport Tender Control. Contacts are internal & external.

Specific responsibilities of the role: 

  • Short-term objectives:

For all tenders he/she is in charge of, the Senior Bid Manager shall:

  • Guarantee the quality and accuracy of tender documentation
  • Deliver the tender on time to the Customer
  • Guarantee the submission to the clients (internal & external)
  • Guarantee the application of the Transport processes (Tendering, Finance, …) but also the implication of all units (international multi-site aspect) involved in the tenders
  • Guarantee a clear reporting in line with the Bids Department way of working and KPIs
  • Establish the tender budget, obtain validation from the Region and guarantee the mastering of expenses
  • Guarantee the reuse of tender data
  • Facilitate the smooth functioning of the tendering team
  • Guarantee the confidentiality of tender data

  • Contribute to build on return of experience in order to
  • Improve tender submission time 
  • Improve the reliability of costing
  • Improve re-utilisation of tender documents
  • Decrease the tender expenses

 

Responsibilities

  • Have a good understanding of the needs of the customer being tendered.
  • Motivate and co-ordinate the internal resources and manage the conflicts of interests between internal/external players.
  • Manage convincingly the gap between the specification and the offer.
  • Build winning tenders in terms of schedule, technical compliance, competitiveness and differentiation according to Alstom and Signalling Tendering Process
  • Prepare a comprehensive tender and meet the deadlines and minimise the tenders costs.
  • Manage the approval process according to Alstom Tendering Process.
  • Participate in the negotiation process with the customer when necessary.

 

 

PROFILE:

Desired Skills & Experience: 

  • 5 to 10 years experience in industrial, rail industry and/or telecom applications with at least 3 years experience of large information systems integration
  • Experience in international projects or bids and openness to multi-cultural environment
  • Vision of the 2 markets : transportation and information (customer expectation, technology breakthroughs, competition, business model)
  • Business oriented
  • Financial result-oriented
  • Strongly process-oriented
  • Key Knowledge Areas:

* Good understanding of technical/engineering issues, contracting, finance, product specifications, with at least 3 years experience within an industrial project team environment.

* Team management: to be able to liaise & motivate internal and external partners
* Strong analytical and synthesis skills.
* Good understanding of commercial risks (financial, legal, political...).

* Risk analysis skills & methods.

* Good level of abstraction to understand complex problems involving several technologies

* Understanding of and successful experience of working in a multi-cultural environment

* Understanding of and experience of working in a matrix organisation

Educational requirement: Engineering Degree (Master equivalent or above) in one or more of the following fields: Industrial Computer science, Telecom, Electrical, Electronics, Automation.

Language skills: Fluency in French & English. Dutch & German are assets.
