Purpose of the Job

  • Lead and grow the Signalling & Communications Engineering organisation across the AMECA region, fully aligned with the regional strategic plan and global Engineering guidelines.
  • Drive the development of team competences and autonomy, with a clear mission to expand the engineering organisation from 150 to 250 engineers within two years across the main hubs in Cairo and Istanbul.
  • Ensure delivery of engineering for projects, tenders, R&D and sustaining activities across all Signalling and Communications domains: IXL, ATC/ETCS/CBTC, TLC, ATS, Cybersecurity, RAMS, V&V, System Integration, Operational Telecoms (OCC/Station/TETRA/Wi-Fi), Network & Transmission, and Platform Screen Doors integration.
  • Strengthen engineering capabilities to enhance regional autonomy, reduce dependency on external support, maximise localisation, and develop strategic competences.
  • Support regional initiatives in localisation, cybersecurity readiness, digital engineering, harmonisation of tools and processes, and supplier co‑development.
  • Position based in Cairo, acting as the central hub for AMECA SIG&COMs engineering, with frequent travel to Istanbul and other regional sites to support project execution, team development, and competency expansion.

Main Responsibilities

Accountable for:

  • QCD performance of Signalling & Communications Engineering for all AMECA projects and tenders.
  • Engineering contribution to AMECA strategic priorities: competitiveness, delivery excellence, localisation and capability growth.
  • Compliance with engineering processes, tools, methods, cybersecurity and safety standards.
  • Engineering workforce planning, cost centre management and budget accuracy.
  • Regional deployment of continuous improvement and APSYS/Engineering Excellence roadmap.
  • Leadership of key technical decisions and safety‑critical issues.
  • Engineering KPIs: OTIF, DR on‑time, workload accuracy, competency roadmap, APSYS maturity.

Responsible for:

  • Structuring and organising the AMECA Signalling & Communications Engineering organisation based on business demand and long‑term strategy.
  • Developing and implementing a 2‑year competency and capacity growth plan to expand SIG & COMs teams in Cairo and Istanbul.
  • Ensuring high‑quality co‑engineering and interfaces with Process Engineering, Industrialisation, Procurement, RAMS, V&V, Cybersecurity and Systems.
  • Driving harmonisation of engineering execution methods across AMECA countries and sites.
  • Ensuring engineering readiness for bids, projects and strategic opportunities in the region.
  • Monitoring project and tender engineering performance; escalating major issues to Regional Engineering Director and Global Engineering.
  • Developing engineering talent: training, coaching, succession plans, and competency evolution (signal engineering, communications engineering, system engineering, digital engineering, tools).
  • Promoting innovation, digitalisation, model‑based engineering and standardisation.
  • Representing AMECA in global signalling and communications engineering forums.
  • Fostering a working culture able to operate effectively in complex, multicultural environments, coordinating teams across multiple nationalities, time zones and cultural backgrounds.

Main Required Competencies

Experience

Mandatory:

  • Proven experience in Signalling and Coms Engineering, more than 15y.
  • Proven experience in engineering delivery for complex, multicultural environment with multi‑country or multi‑site organizations, more than 10 years
  • Strong background in Eng management, risk & opportunity, technical governance.
  • Good communication skills and Business mindset
  • Fluent in English; Arabic or French is a plus

Desirable:

  • Experience in AMECA markets and customer environments.
  • Experience with localisation strategies and developing new engineering hubs.
  • Exposure to cybersecurity in rail, digital engineering or model‑based engineering.
