Purpose of the Job:

1. Lead the site installation activities for the Cairo Monorail System Electro-Mechanical Scope: 100km lines (200km of track), 34 stations, 2 depots.

2. Systems include Signalling, Power Rail, Power Supply, Track Switches, Telecommunications, Scada, Automatic Fare Collection, Depot Equipment.

3. Lead the Site Installation team managing 100+ people over 45 work fronts

4. Oversee the OPC team to ensure World Class project organisation, planning, coordination and execution at all times.

 

Responsibilities:

▪ Responsible that all Site Installation-related deliverables are performed in a timely manner and delivered in accordance with contract requirements, through planning, communication and control

▪ Deploy and sustain World-Class EHS Management practices on-site to deliver company-wide and Projectwide EHS targets, especially zero fatalities.

▪ Conducts and records regular HSE tours and assure that identified issues are followed up

▪ Responsible for all Stakeholder Management and relationships on site: Client, Consultant, Independent Safety Assessors, Lender’s Representatives, Auditors, Visiting Management teams etc.

▪ Leads the relationship with the Civil Partners on all topics related to Site Installation / Construction interface activities.

▪ Ensure Best Practice project-wide ‘War Room’ and Visualisation management to coordinate site installation daily activities over two lines across 45 simultaneous worksites in accordance with the project schedule.

▪ Responsible for the On-time delivery performance of the installation sub-contractors – which will be minimum of seven installation companies.

▪ Work closely with the Project Controls team to implement and sustain Best-Practice schedule management and schedule attainment performance. Create a culture of agility to quickly respond to unforeseen schedule challenges and redeploy resources quickly to ensure critical path installation activities are not compromised.

▪ Work with the Project Controls team to develop World-Class, real-time KPI progress reporting and visualisation that can be communicated to the Client, the Project Team, Senior Management and other external stakeholders.

▪ Develop Operational Management Systems and Processes to govern the interfaces with the Civil Partners to control: Access Handover, Shared Access Management, Permitting, Modifications, Retrofits.

▪ Implement site wide procedures and processes to protect Alstom’s commercial interests in-terms of delays by other parties e.g. damage to equipment, property, installed works.

Develop a robust system to capture and approve Alstom contemporary records on site for the purposes of supporting claim management and Variation Orders.

▪ Implement a robust process to Monitor and approve the sub-contractors’ contemporary records for people, plant, equipment and progress.

▪ Feed the Commercial team with critical information necessary to launch or support any Extension of Time Claims, Commercial Claims or Variations towards external parties: Client, Partners, Sub-Contractors.

▪ Work with the Security management team to ensure highest levels of security and access control are implemented at all times across all worksites to protect Alstom people, assets, plant and equipment.

▪ Manage the Site Installation budget and deliver commitments for hours and Other Direct Costs.

▪ Deliver the SPOC and Cash Targets linked to progress and installation schedule attainment.

▪ Provide inputs to the Finance Team for quarterly budget forecasts and ‘Estimate at Completion’ projections.

▪ Develop innovations and process improvements to deliver savings in cost, time, resources and working capital utilisation.

▪ Work with Quality Assurance team to ensure all elements of the Installation works are delivered in compliance with Contractual and Company requirements.

▪ Ensures observations and incidents are documented and actioned / dispositioned to properly trigger and implements containment actions, problem resolution or closure, as applicable

▪ Establish a handover process with the Alstom Testing and Commissioning Team and handover the site accordingly after PICOs are completed.

▪ Periodically review the Site Installation organisation structure and implement Organisation Development initiatives to improve the delivery performance of the project.

▪ Implement Competency Management to ensure all team members receive (or have received) necessary safety and other training for efficient and safe execution

▪ Provide leadership, coaching and training opportunities to individual team members to grow capabilities and competencies in the mobility construction sector.

▪ This is a site-based role with most of the working hours being located at the various site management offices.

▪ The Site Installation Manager will be expected to spend a significant amount of time ‘wallking the site’

 

Job Requirement

▪ B.SC in Civil/Construction Engineering with 20 years of proven working experience in Construction management of railways.

▪ Strong project management and leadership skills with high ability of managing multiple subcontractors

▪ High knowledge of installation, testing and commissioning management processes, means and methods

▪ Has good commercial awareness and knowledge of several disciplines within a sub-function and how their processes and resources interact with other disciplines within the sub-function

▪ Has a budgetary skills and able to forecast the project budget and define risks and opportunities

▪ Demonstrates strong communication and diplomacy skills and the ability to guide, influence and convince others

▪ Competent in conflict and crisis management

▪ Fluent in English language
