Responsibilities:

 

In compliance with the terms of the Contract and the Cairo Monorail Consortium strategy, the Consortium Commercial & Risk Manager is responsible for compliance with the project contractual agreements and monitors Works towards contract obligations.

 

He is in charge of:

 

• Interpretation of the Contract to ensure that the Consortium obligations are clearly understood and adequately discharged; whilst working closely with the Consortium entities,

• Ensuring that compulsory documentation is provided timely,

• Conducting contractual negotiations with the Client,

• Acting, under the direct authority of the Consortium EPC Project Director, as the main and focal point of contract with the Client.

• Monitoring the execution of invoicing and payment processes managed by the Partners

• Establishing and implementing project specific commercial procedures at Consortium Level, particularly regarding correspondences, notifications, insurances, variation requests / orders preparation files.

• Aligning the commercial interests of the Consortium members and resolving conflicts to achieve unified Consortium commercial approach.

• Acting as a primary interface to key stakeholders in order to provide the project team with post contract commercial support.

• Managing insurance matters in liaison with Partners central insurance organization, The Consortium Commercial Manager provides at any time, on Consortium Management demand, a reliable and understandable contractual and commercial analysis of the project.

• The Consortium Commercial Manager will assist the Consortium EPC Project Director on commercial management issues before the Client.

• For the risk management part, the Consortium Risk Manager is responsible for all activities concerning Common Risk Management in the Project.

• He supports the Consortium Project Director and the Project Team on these aspects.

• He defines and implements an appropriate Risk Management Plan.

• He acts as a support to the Project Team for the identification and assessment of common risks, and the implementation and follow-up of mitigation actions.

• He coordinates his actions with the Partner's risk managers.

 

Internally:

 

• Act as an expert advisor to the Consortium Project Director, the Cairo Monorail Consortium Core Team and the Cairo Monorail Consortium Steering Committee for all matters related to Commercial and Risk Management activities. • Coordinate with the EPC and the partners’ Commercial and Risk Management organizations on a permanent basis, so that the most effective and timely support is given to the entire Cairo Monorail Consortium.

• On the basis of the Contract requirements, draft and maintain/update the management plans, processes, procedures, methods, and any other elements necessary for a proper execution of the Commercial and Risk Management activities, throughout the entire duration of the Contract.

• On the basis of the Contract requirements, select the most appropriate tools and define the related parameters and any other elements necessary for a proper execution of the Commercial and Risk Management activities, throughout the entire duration of the Contract.

• Ensure that the above are properly implemented by the Cairo Monorail Consortium partners for their respective scopes.

• Organize, where appropriate, the training of the Cairo Monorail Consortium teams about the management plans, processes, procedures, methods and tools related to Commercial and Risk Management activities.

• Coordinate the Commercial and Risk Management deliverables production by the Cairo Monorail Consortium partners; review those deliverables to ensure consistency and compliance; consolidate those deliverables before review and submission, whenever applicable.

• Draft and maintain/update the schedules related to the Commercial and Risk Management activities, with a particular focus on interfaces between Commercial and Risk Management activities and the other Project activities.

• Coordinate Partners Commercial and Risk Management schedules, with a particular focus on the sequences/durations of the Commercial and Risk Management activities and interfaces between Commercial and Risk Management activities and the other consortium activities.

• Analyze progress of Commercial and Risk Management activities and propose recovery plan in case of delay.

• Coordinate the Quality management related to the Commercial and Risk Management activities.

• Ensure continuous improvement of the Commercial and Risk Management activities.

• Coordinate the risk/opportunities management related to the Commercial and Risk Management activities.

• Consolidate the Commercial and Risk Management reporting.

• Coordinate the Change management and consolidate the impacts assessment related to the Commercial and Risk Management activities.

• Implement the Cairo Monorail Consortium policies, processes, procedures, and instructions.

 

Externally:

 

• Interact with the other Commercial and Risk Management organizations involved in the Project:

 Client.

 Client’s Representative, ISA, and other Client consultants.

 Other Project contractors.

 Project interfacing entities, stakeholders, and 3rd parties.

Represent Cairo Monorail Consortium in all meetings related to Commercial and Risk Management activities.

 

Required skills:

Strong leadership, managerial and technical skills. Diplomacy. System view in the risk approach.

 

Required experience:

The Consortium Commercial & Risk Manager shall have extensive experience of commercial and risk management in various significant projects preferably in Mass Transit systems
